APC to INEC: You Don't Need Court Order to Cancel Anambra's Tainted Election

The All Progressives

Congress (APC) has

accused INEC of

being economical with the

truth by saying only the

courts can order

the cancellation of last

Saturday's governorship

election in Anambra,

in which about 1.3 million

of the 1.7 million

registered voters

were nable to exercise

their franchise.

In a statement issued in

Lagos on Tuesday by its

Interim National Publicity

Secretary, Alhaji Lai

Mohammed, the party

reminded INEC that it did

not wait for a court order

to cancel the National

Assembly

elections in 2011, when it

was obvious that many

voters across the country

could not vote due to the

late arrival or non-delivery

of voting materials.

"'In announcing the

cancellation of the

National Assembly

election in 2011,

INEC Chairman

Attahiru Jega

said, among others,

that it was to

' maintain the

integrity of the

elections and retain

effective overall

control of the

process '."

APC said the situation in

Anambra last Saturday

was even more

serious because, in

addition to the fact that

voting materials were

either late or not delivered

at all, most voters

were disenfranchised by

an INEC official who

apparently tampered with

the 2011 Voters' Register

for the state.

''Therefore, there are more

compelling reasons now

to cancel the Anambra

governorship election than

what led to the

cancellation and

rescheduling of the

National Assembly

election in 2011, unless of

course INEC is still acting

out the script handed to it

for the ill-fated election,''

the party said.

It also said since the

integrity of the 2011

Voters' Register has

been compromised by

tampering, that register

can no longer be relied

upon by INEC to organize

any election in Nigeria.

''The emerging allegations

are very serious. First, the

Voters' Register for

Anambra has been

allegedly tampered with

by an INEC official to

disenfranchise a huge

number of voters, to such

an extent that only

451,826 voters were

accredited out of the

1,763,751 registered

voters in Anambra State.

''Secondly, the

disenfranchisement

started from the data

capturing stage, when the

machine was apparently

manipulated not to

capture those whose

names start with 'O' or 'U',

and that is a whole lot of

people. Against this

background, it is

obvious to all fair-minded

people, not the rabidly

partisan PDP, that

INEC's computer data-

base must have been

fraudulently, irreparably

and totally adulterated

such that no credible

Voters' Register can

anymore be produced

from the 2011 voters'

registration data.

''That is why we are not

just calling for the

cancellation of

the Anambra governorship

election, but also saying

that even a fresh election

cannot and must not be

conducted on the basis of

the 2011 Voters' Register.

Unless Nigeria embarks

on another

voters' registration

exercise, it is doubtful if

INEC has the ability to

ameliorate the damages

already done to 2011

registration information by

its corrupt and inept

officials.

''That is why we are

calling on Prof. Jega not

to withhold the name

of the main saboteur in

Saturday's poll, and to

also investigate the level

to which the Voters'

Register has been

compromised, fish out

all those involved, find out

who their sponsors are

and make all of them to

face justice,'' APC said.

Meanwhile, the party has

described as very strange

indeed the role of the

presidency and the PDP in

the ongoing debate over

the Anambra election.

''The conventional wisdom

is that political parties

take their bearing from

their candidates on

election day. But in the

case of the PDP and the

Presidency, not only have

they abandoned their

candidate in the

Anambra poll, who

himself has derided the

election and called for

its cancellation, they have

also disowned him by

going ahead to hail

the poll as free and fair.

''It is now glaring to all

that the disgrace that

INEC has suffered from

the Anambra debacle is

because the electoral

body is acting out the

script written by the

Presidency and APGA for

the election. The claim by

the PDP spokesman that

our party is trying to

discredit the entire

electoral process is as

shallow as it is laughable.

''Pray, how more can you

discredit an election that

the organizer itself (INEC)

has admitted was

sabotaged by its own

officials? Is it the APC

that revealed the

information concerning

the role of

INEC saboteurs? Did the

PDP candidate find his

name on the voters'

register used for

Saturday's election?

Obviously, things have

fallen apart in the

contraption called the

PDP and the centre can

no long hold there,'' it

said.

N255m Cars Scandal: Jonathan Under Pressure To Cover Stella

The committee set up by

President Gooodluck

Jonathan has submitted

it's own report but it

seems the content is not

in favour of the Minister

of Aviation, Stella Oduah.

President Jonathan is

currently under intense

pressure to spare the

two bulletproof BMW cars

has revealed that the

people that are asking

Jonathan to save the

neck of Oduah were said

to be telling the President

not to mind the report of

the administrative panel

he set up to investigate

the minister’s role in the

controversial N255m

luxury cars.

The panel headed by a

former Head of the Civil

Service of the Federation,

Alhaji Isa Bello, had

submitted its report to

Jonathan since last

Wednesday but the

President has not said

anything about its content.

A source told our

correspondent that a top

government official from

the South-East, the same

geopolitical zone with the

embattled minister, is

currently in the forefront

of the campaign to save

her. The source however

did not disclose the

identities of those who

have been enlisted in the

campaign.

He said that part of the

campaign agenda had

started manifesting in a

section of the media

where the content of the

panel’s report was being

speculated with a view to

giving the minister an

edge.

“There is no development

on the matter yet because

there is a lot of pressure.

W e know who the

arrowhead of the

campaign is,” the source

said.

Jonathan will be leaving

Nigeria for London on

Wednesday without

making a pronouncement

on the issue.

The delay in making

pronouncement on the

report is being seen as a

way of buying time for the

minister.

Critics at the onset had

said the probe panel by

Jonathan was set up to

divert attention from the

armoured car purchase

and to also cover up the

minister. The right agency

to handle Stella Oduah's

issue is the EFCC.

Idemili North local

government of Anambra

State, but currently in

police detention over his

role in the rigging, was

said to have confessed to

his investigators that he

did not rig the election

alone, adding that “I was

used and dumped”.

The chairman of the

Independent National

Electoral Commission

(INEC), Professor Attahiru

Jega, had, in the heat of

the controversies

generated by the flawed

poll, admitted that the

“electoral officer” in

Idemili North “messed up”

and that he would be

handed over to the police

for prosecution.

Chukwujekwu was moved

to Abuja on Sunday, just

as INEC said it is

conducting a probe into

the deliberate sabotage of

the governorship election.

A top official involved in

the election opened up to

LEADERSHIP on Tuesday

that the arrested INEC

official had confessed,

and it appears that top

directors in INEC might be

“implicated” for their

involvement.

The source declined to

disclose the identities of

those involved, but said

“preliminary confessions”

point to the fact that the

bungled election in most

LGAs of the state was

“packaged by aggrieved

politicians in connivance

with top INEC officials

both in Abuja and Awka

adding: “It was a well-

funded package.”

“All fingers point to some

aggrieved politicians and

it was a well-funded

package that involved

quite a lot of people; that

is why the man is saying

he has been used and

dumped ,” the inside

source said.

A source in Abuja had

working with APGA to rig

the election for the APGA

candidate, that is why

they are not even bother

that their own candidate

did not find his name and

those of his family

members in the voters

Lagos Driver Goes Wild, Takes Off His Clothes to Escape Arrest

There was drama at

Palmgrove Bus Stop in

Lagos State, on Monday

when a commercial bus

driver stripped to avoid

being arrested by officials

of the Lagos State Traffic

Management

Authority. The LASTMA

officials had blocked five

different commercial

buses for indiscriminately

taking passengers by the

side of the road.

Passengers in the four

vehicles were asked to

alight, as officials of the

traffic agency took over

the wheels of the

impounded vehicles. But

something

happened when the driver,

an elderly man, who drove

the fifth bus suddenly

went inside his bus and

brought out a bowl.

According to Punch, a

fetid odour emanating

from the bowl polluted the

morning air. The LASTMA

officers, policemen and

commuters ran for

cover. But one of the

officials came back and

stood his ground, wielding

a baton and insisting that

the man must follow

them.

When it became obvious

that the odour strategy

failed, the driver began

pulling off his clothes,

prostrating by the front

tyres of the vehicle and

rolling on the floor.

A crowd formed around

the area, with some of the

bystanders capturing the

scene with their camera

phones. One of the

officials was heard telling

his colleagues to “leave

him alone and let him

go .” However, they took

close shots of the vehicle

number plate, and the

driver, before taking other

seized vehicles away.

Our correspondent spoke

with a resident who said

he knew the old man well.

He said, “That is how the

man usually does. His

bus plies Lagos Island

everyday and he picks his

passengers from that

spot.”

The source said the bus

was owned by a military

officer.

When Punch

correspondent approached

the old man for comment,

he refused to talk. When

confronted with the

allegation of being a

serial offender, he said,

“Look, whoever wants to

talk should talk.

Everybody has his

problems and I have

mine.”


Man Caught Stealing Offering Inside Mountain of Fire Church

A man, who apparently

has no job to enable him

feed himself, has been

sentenced to spend one

year in prison after he

was found guilty of

stealing from the

Mountain of Fire and

Miracles church.

Police

prosecutor, Sergeant

Simon Ibrahim told the

court that the convict was

a habitual offender and

had stolen from the

same church in 2012.

Sergeant Ibrahim said:

“He stole from the

same church last

year. He was

charged before a

different court and

was sentenced to

one year

imprisonment. In

fact, he was just

released from prison

just last week. I

don’t think he is

ready to change.”

36yrs old Ademola Ayeni

was sentenced on

Monday after he was

convicted on charges of

theft for making away with

the offerings of the church

members. He had been

previously convicted of

the same offence after he

stole from the same

church last year.

Magistrate Khadijat

Mustapha convicted Ayeni

for the offence without an

option of fine, saying the

sentence is meant to

serve as a deterrent to

those who might want to

engage in similar acts.

Earlier, the Prosecutor,

Sergeat Simon Ibrahim,

told the court that

(Pastor) Ojo Oyeyemi of

Mountain of Fire and

Miracles Church, Utako,

reported the matter at the

Utako Police Station on

November 15.

Ibrahim said the convict

criminally trespassed into

the church just after they

had concluded church

service and stole an

offering bag containing

N50,800. He also stole

two cheques worth

N150,000 and N50,000

Stella Oduah Recommended for 3yrs in Prison for N255m Fraud

It has been proved that

the minister of aviation,

Ms Stella Oduah,

compelled the Nigeria

Civil Aviation Authority

(NCAA) to purchase two

BMW bulletproof cars that

cost a whooping

N255million.

The report reads:

“That the contract for

the purchase of the

cars was not listed

in the budget by

NCAA, the agency

compelled by the

minister to make the

purchase , and was

not listed by the

Federal Airports

Authority of Nigeria

(FAAN) and the

Nigerian Airspace

Management Agency

(NAMA).

“That spending

public funds on

unbudgetted projects

attracts three years

in jail and a fine of

N100,000 as

stipulated by the

ICPC Act.”

The House of Reps

committee report added

that Stella Oduah should

face the consequence of

spending public money on

unbudgetted expenditure

such as the purchase of

the cars.

These were contained in

the report of the House

Committee that

investigated the N255m

scandal.

The lawmakers also

disclosed that the NCAA

did not comply with the

Fiscal Responsibility Act

on Internally Generated

Revenue (IGR) as it has

not been remitting its IGR

to the federation account

contrary to Section 177 of

Nigeria’s Financial

Regulations (2009).

Going further, the

committee indicted Oduah

for approving an

overinflated contract by

approving a sum for the

cars which international

auto dealers have

described as a “rip-off”.

“The minister has not

addressed why the NCAA

paid a price tag that auto

dealers in the US and UK

described as ‘a rip-off’. It

is a fact that each of the

BMW cars should cost no

more than $167,000

which is approximately

N36 million."

The report concluded

thus:

“The President of the

Federal Republic of

Nigeria should review the

continued engagement of

the Minister for Aviation,

Princess Stella Oduah,

having contravened the

2013 appropriation and

approved revised

thresholds by exceeding

her approval limit of

N100m with the purchase

of 54 vehicles valued at

N643m”.

He was in charge of

Idemili North local

government of Anambra

State, but currently in

police detention over his

role in the rigging, was

said to have confessed to

his investigators that he

did not rig the election

alone, adding that “I was

used and dumped”.

The chairman of the

Independent National

Electoral Commission

(INEC), Professor Attahiru

Jega, had, in the heat of

the controversies

generated by the flawed

poll, admitted that the

“electoral officer” in

Idemili North “messed up”

and that he would be

handed over to the police

for prosecution.

Chukwujekwu was moved

to Abuja on Sunday, just

as INEC said it is

conducting a probe into

the deliberate sabotage of

the governorship election.

A top official involved in

the election opened up to

LEADERSHIP on Tuesday

that the arrested INEC

official had confessed,

and it appears that top

directors in INEC might be

“implicated” for their

involvement.

The source declined to

disclose the identities of

those involved, but said

“preliminary confessions”

point to the fact that the

bungled election in most

LGAs of the state was

“packaged by aggrieved

politicians in connivance

with top INEC officials

both in Abuja and Awka

adding: “It was a well-

funded package.”

“All fingers point to some

aggrieved politicians and

it was a well-funded

package that involved

quite a lot of people; that

is why the man is saying

he has been used and

dumped ,” the inside

source said.

A source in Abuja had

Lagos Driver Goes Wild, Takes Off His Clothes to Escape Arrest

There was drama at

Palmgrove Bus Stop in

Lagos State, on Monday

when a commercial bus

driver stripped to avoid

being arrested by officials

of the Lagos State Traffic

Management

Authority. The LASTMA

officials had blocked five

different commercial

buses for indiscriminately

taking passengers by the

side of the road.

Passengers in the four

vehicles were asked to

alight, as officials of the

traffic agency took over

the wheels of the

impounded vehicles. But

something

happened when the driver,

an elderly man, who drove

the fifth bus suddenly

went inside his bus and

brought out a bowl.

According to Punch, a

fetid odour emanating

from the bowl polluted the

morning air. The LASTMA

officers, policemen and

commuters ran for

cover. But one of the

officials came back and

stood his ground, wielding

a baton and insisting that

the man must follow

them.

When it became obvious

that the odour strategy

failed, the driver began

pulling off his clothes,

prostrating by the front

tyres of the vehicle and

rolling on the floor.

A crowd formed around

the area, with some of the

bystanders capturing the

scene with their camera

phones. One of the

officials was heard telling

his colleagues to “leave

him alone and let him

go .” However, they took

close shots of the vehicle

number plate, and the

driver, before taking other

seized vehicles away.

Our correspondent spoke

with a resident who said

he knew the old man well.

He said, “That is how the

man usually does. His

bus plies Lagos Island

everyday and he picks his

passengers from that

spot.”

The source said the bus

was owned by a military

officer.

When Punch

correspondent approached

the old man for comment,

he refused to talk. When

confronted with the

allegation of being a

serial offender, he said,

“Look, whoever wants to

talk should talk.

Everybody has his

problems and I have

mine.”


Man Caught Stealing Offering Inside Mountain of Fire Church

A man, who apparently

has no job to enable him

feed himself, has been

sentenced to spend one

year in prison after he

was found guilty of

stealing from the

Mountain of Fire and

Miracles church.

Police

prosecutor, Sergeant

Simon Ibrahim told the

court that the convict was

a habitual offender and

had stolen from the

same church in 2012.

Sergeant Ibrahim said:

“He stole from the

same church last

year. He was

charged before a

different court and

was sentenced to

one year

imprisonment. In

fact, he was just

released from prison

just last week. I

don’t think he is

ready to change.”

36yrs old Ademola Ayeni

was sentenced on

Monday after he was

convicted on charges of

theft for making away with

the offerings of the church

members. He had been

previously convicted of

the same offence after he

stole from the same

church last year.

Magistrate Khadijat

Mustapha convicted Ayeni

for the offence without an

option of fine, saying the

sentence is meant to

serve as a deterrent to

those who might want to

engage in similar acts.

Earlier, the Prosecutor,

Sergeat Simon Ibrahim,

told the court that

(Pastor) Ojo Oyeyemi of

Mountain of Fire and

Miracles Church, Utako,

reported the matter at the

Utako Police Station on

November 15.

Ibrahim said the convict

criminally trespassed into

the church just after they

had concluded church

service and stole an

offering bag containing

N50,800. He also stole

two cheques worth

N150,000 and N50,000

Governors’ Forum and not

Amaechi. President

Jonathan would have

attended if the event was

organised by the genuine

and proper governors’

forum.”

Stella Oduah Recommended for 3yrs in Prison for N255m Fraud

It has been proved that

the minister of aviation,

Ms Stella Oduah,

compelled the Nigeria

Civil Aviation Authority

(NCAA) to purchase two

BMW bulletproof cars that

cost a whooping

N255million.

The report reads:

“That the contract for

the purchase of the

cars was not listed

in the budget by

NCAA, the agency

compelled by the

minister to make the

purchase , and was

not listed by the

Federal Airports

Authority of Nigeria

(FAAN) and the

Nigerian Airspace

Management Agency

(NAMA).

“That spending

public funds on

unbudgetted projects

attracts three years

in jail and a fine of

N100,000 as

stipulated by the

ICPC Act.”

The House of Reps

committee report added

that Stella Oduah should

face the consequence of

spending public money on

unbudgetted expenditure

such as the purchase of

the cars.

These were contained in

the report of the House

Committee that

investigated the N255m

scandal.

The lawmakers also

disclosed that the NCAA

did not comply with the

Fiscal Responsibility Act

on Internally Generated

Revenue (IGR) as it has

not been remitting its IGR

to the federation account

contrary to Section 177 of

Nigeria’s Financial

Regulations (2009).

Going further, the

committee indicted Oduah

for approving an

overinflated contract by

approving a sum for the

cars which international

auto dealers have

described as a “rip-off”.

“The minister has not

addressed why the NCAA

paid a price tag that auto

dealers in the US and UK

described as ‘a rip-off’. It

is a fact that each of the

BMW cars should cost no

more than $167,000

which is approximately

N36 million."

The report concluded

thus:

“The President of the

Federal Republic of

Nigeria should review the

continued engagement of

the Minister for Aviation,

Princess Stella Oduah,

having contravened the

2013 appropriation and

approved revised

thresholds by exceeding

her approval limit of

N100m with the purchase

of 54 vehicles valued at

N643m”.
