American Government Spies On Nigeria's SSS and Presidency

Indications emerged on
Saturday that the United
States has been spying
on some Nigeria’s
security agencies,
especially the State
Security Service, and
probably the Presidency.
“By many accounts,
the agency provides
more than half of the
intelligence nuggets
delivered to the
White House early
each morning in the
President’s Daily
Brief — a measure of
success for
American spies. One
document boasts
that listening in on
Nigerian State
Security Service had
provided items for
the briefing 'nearly
two dozen' times."
In a report published in
New York Times, Edward
Snowden, an American
computer specialist, who
worked for the US Central
Intelligence Agency and
as a contractor with the
US National Security
Agency, stated that
Nigeria’s SSS was one of
the security agencies
across the globe that the
N.S.A. had been listening
in on.
He said briefs on
information gleaned from
intercepting of telephone
conversations and
hacking of computers of
the SSS, other security
agencies in Nigeria and
other countries are
delivered to the office of
the President, Barrack
Obama every morning.
"In every international
crisis, American policy
makers look to the N.S.A.
for inside information,”
Snowden told New York
Times.
The leak of documents
that proved the NSA had
been eavesdropping on
the communications of
world leaders, including
US allies, had caused
diplomatic rows, with
Germany and some other
countries protesting.
Snowden also noted that
the NSA had obtained
thousands of classified
documents, containing
secrets of governments
around the world, pointing
to a possibility that it
might have obtained
secret documents of the
Federal Government of
Nigeria, or tapped
President Goodluck
Jonathan’s phone
conversations.
Snowden, who is on a
temporary political asylum
in Russia, started
releasing the NSA’s
documents in June and
the documents he has
released so far show that
the US has been spying
most countries in the
world.

Fashion designer and lover died after sex

A tailor simply identified as
Akeem, and his lover (name
unknown) have died after
they were involved in a s*x
romp at the former’s
residence at 12 Igan Road,
Ago–Iwoye area of Ogun
State while his wife and four
children were away.
The sad drama occurred on
Wednesday, October 16,
2013.
Akeem, 52, was said to
have invited his long time
concubine to his home after
his wife and four children
travelled to the village to
celebrate the ‘Ileya’ Muslim
festival with their extended
family.
And they had a marathon
s*x from Tuesday evening
till Wednesday morning.
According to eye witnesses,
Akeem sneaked-in the lady
into his apartment very late
on Tuesday night, after
other tenants had gone to
bed. Unfortunately, alarm
was raised when the tenants
didn’t see him the next
morning. After several
knocks on his door, it was
forced open; shockingly, it
was his corpse that was
found on his matrimonial
bed.
Eyewitness account revealed
that it was obvious that he
had made love to his
girlfriend whose lifeless
body was also found lying
on a couch where she must
have crawled from the bed
before she breathed her
last.
Another tenant, Mr. Idowu
Odunsi, who expressed
shock at the demise of his
neighbour, testified that he
had seen Akeem and the
lady at Alubari Fashion
shop, the shop Akeem
managed with his wife up
until “Ileya day”. Odunsi
said he caught them in a
very romantic position and
was certain that Akeem
would spend the night with
the lady.
He said he was therefore
surprised the next morning,
when his randy neighbour
was found dead with semen
stains in his underwear. He
added that his father, who
Akeem had assisted in
slaughtering the ‘Ileya’ ram
a day before his demise
ordered them to break
Akeem’s door when they
couldn’t find him in his shop
and nobody had seen him in
the compound that morning.
When the DPO was
contacted, he said it was
true that Akeem and his
guest were found dead in
Akeem’s apartment and that
he suspected that their
death was caused by the
generator fumes and not
thunderbolt, as widely
believed by the people in the
area. He added that the
corpse would be taken to
the general hospital for
autopsy, to determine the
actual cause of their death.

Over 20 Killed At Night-Vigil In Uke, Anambra -

Rev Father Ejike Mbaka
brought up by name 'Ebube
Muonso' the founder of
Adoration Ministries, organised
a night vigil yesterday in
Anambra State. A political
party, which i won't disclose it
name for some reasons, came
that same night, in the name of
coming to get his blessings. If
you are familiar with Adoration
Ministry, u'll know how
multitudes, troop in for their
crusades and vigils. Yesterday
was not left out, so great a
number of people came for the
vigil. When it was now over, a
political party hijacked the
whole thing, using the
advantage of the number of
people that gathered, to
campaign. During this fracas,
people were now rushing
through the exit. There was a
stampede and many fell on it.
Later over 20 person
comprising of adults and
children that were victims of
this rush were picked from
several places in the crusade
ground. They were gathered
and prayed for, splinkling holy
water at them. Heard some
revived. Shortly after this, over
20 that were still motionless
after the whole prayer were
taken to the hospital, this
morning it was learnt that none
of them woke up. They were all
declared dead. This might have
been averted, if there was no
campaign at all yester-night.

UPDATE: Jonathan Begs Amaechi To Support Him For 2015

Jonathan's quest to
remain in office beyond
2015 is set to wear an
ethnic coloration and it
seems his main headache
is Governor Rotimi
Amaechi who is part of
the G-7 governors who
have already started
meeting with the APC
leadership on how to join
the leading opposition
party.
Obascotec gathered
that President Jonathan is
now preaching peace with
Amaechi from all angles
and he also assured
Amaechi that he will no
longer allow anyone to
undermine his authority
as a governor.

about the secret meeting:
“The discussion
started right from the
Port Harcourt Airport
when the trio
boarded the chopper
and continued at
Okrika, but was brief.
You know that it was
a secret meeting and
no person was
allowed to join the
three of them. But

later learnt, was on
how to bring
reconciliation to the
PDP.
“We understand that
both the president
and Dickson
persuaded Amaechi
not to succumb to
the pressure from the
leaders of the All
Progressives
Congress (APC) to
dump the PDP and
join the opposition.”
The PDP will become an
opposition party if
Amaechi and the G-7
governors should join the
APC as they will be
having about 20
governors, while the PDP
will be left with just about
15 governors.

Why We Decided To Dump PDP and Support APC

days: Who Are The
APC's??
I have read with keen
concern comments across
different fora on the social
media accusing APC
stalwarts of wooing some
PDP governors into
joining their party (APC),
and among some of the
comments were as.. "PDP
and APC are the same",
"strange bed fellows",
"group of corrupt
politicians", " the same
old crooks" and just so
many bad names you can
just think of.
Now i ask... Who are
suppose to be the APC
members? Is APC
suppose to be free of
corrupt politicians?? Or
may be they should have
manufactured their
members from heaven
abi? And i ask again...
Has there been any party
in the world that is free of
corrupt politicians? At
worst! Even if the party is
strictly the composition of
Pastors and Imams ..., do
you think it will be free of
bad elements amidst
them? Don't we have
corrupt clerics being
paraded on different
occasions as 419ners?
Now tell me.. What's your
point? APC should go and
import some human
beings from Jupiter abi?
Alright.. Listen to my
point: some of us choose
APC not because we want
to be partisan, but
because we did saw and
still seeing every need for
Nigeria to have a
formidable opposition
party. The party that can
be strong enough to
contend with any seating
government, an opposition
that can keep whoever in
power right on his or her
toes.. Checking their
excesses and reminding
them of their flaws to help
them reposition their
steps towards better
service delivery.
Opposition is a necessary
ingredient in working
democracy, which also
mean, with an absent of a
formidable opposition in
any democracy the end
result will be nothing far
from what PDP has been
basking on since 1999.
We are all witness to their
autocratic leadership,
corruption at all level,
looting with impunity.
Lawlessness at its
ugliest.. Just name it...
Another way to best
describe them is to say
"every illegal thing is
possible so far you are in
tune with the ogas @ the
top". No wonder "issue of
multiple website" by my
brother @ the Channel TV
became a popular quote
in many discourse today.
For good Nigerians
including Genshak Golak,
a strong opposition will
provide a viable option for
electorates to make their
choice, hence, there will
be nothing like "once i win
at the primaries i am
done" that's rubbish! Its
never the best for our
democracy. Opposition
will provide a sound and
fierce contest amidst
aspirants and that will
bring out the best in all of
them. Political rivalry is
meant to provide indepth
competition of leadership
skills, and that's when
competence and
credibility becomes a
yardstick.
Now permit me to
establish one fact as
follows;
People behave the way
the do largely because of
some environmental
factors surrounding them.
Just for instance, do you
blame a student for
cheating in Exams when
he is kept at home for
many months only to be
called few weeks to write
the same Exams with his
other counterparts in
private schools? I am not
in any attempt to justify
mal practice, but who is
to be blame? The
students? The teachers?
Or our decision makers
who took an oath to
provide to provide us with
basic needs? Who? I ask..
May be you all should
also know that the worst
devil we all know can
involuntarily adjust to
behave well not because
he or she is good in the
true sense of the word,
but because he or she
has gotten itself in a
system that works hence
any violation of law will
be met with a strong
penalty which prompt the
desperate attempt to
escapes the wrath of the
law. Likewise, the pious
gentleman can do worst if
kept under a lawless
society.
I can proof my claim with
lawless Nigerians that do
behave anyhow here
Nigeria only to turn out as
law abiding citizens in
some other countries.
That remind me of James
Ibori. Set free in Nigeria
and jail in the UK. Can
you see now? So most of
the corrupt politicians as
the case in APC will be
shock seriously... when
the chips are down. Trust
me!
... Finally... Permit me to
reiterate again that its
necessary we agree that,
APC couldn't have
manufacture its members
from some sorts of planet,
but its the same
Nigerians, its we the
people. Both the good and
the bad. That will cause
the change.
What is most pertinent in
this PDP vs APC bruhaha
is that, a stronger than
ever opposition is on
ground to keep any sitting
government on its toes,
and to check its excesses.
Similarly, Opposition no
matter how bad will
definitely proof a point.
And not just that, it will
provide a viable options
for electorates to make a
choice.
Some of us choose APC
not because we want to
be partisan, but because
we want to break that jinx
called PDP dominance,
PDP monopoly of our
political landscape. And
to reclaimed the Nigeria
we all yearn for. Thank

Armed Robbers Took Us to ATM & Forced Us to Withdraw Cash –– Victim Speaks

Julius Adegun had on
Saturday, September 21,
2013, boarded a
commercial bus from
Abule-Egba, on the
Lagos-Abeokuta
Expresssway, around
10.30pm. He was heading
to the Iyana-Ipaja area
but had no idea he had
boarded the bus with a
three-man gang of
robbers. The events that
unfolded later were to
confound him because it
was one he had never
heard of.
“One of the robbers,
who had posed as
the conductor all
along turned towards
us and asked, ‘ Hope
you all have your
ATM cards? ’ He
spoke in pidgin.
Nobody seemed to
be listening to him
because we did not
realise what was
happening at first.
“I had heard of
robbers waylaying
people after they had
used the ATM
before. I had even
heard of people
being ambushed
immediately they
were about to use
the ATM and forced
to withdraw certain
amount of money by
robbers. But I never
imagined I [and
others] would be a
victim of this kind of
robbery.”
He told Punch there were
already nine passengers
in the 14-seater bus apart
from the driver as at the
time he boarded.
The bus had moved about
10 minutes when it got to
a bank on the expressway
towards Iyana Ipaja and
the robbers promptly
swung into action, he
said.
‘Then he said to the
driver, ‘Alaye, enter that
bank.’ That was when I
started to connect the
dots in my head. We
started protesting, asking
why they would be
stopping in front of a
bank at that time of the
night.
“Clearly, the driver was a
part of the gang. One of
the robbers who had sat
quietly at the back of the
bus with one other
passenger shouted at us.
He said, ‘Shut up! Just
cooperate peacefully and
you will be on your way.
He pointed a locally made
pistol at us.”
Adegun said after the
robbers had told them to
bring out their ATM cards
or risk being shot, some
of them promptly did. But
two passengers – a
young man and a woman
– who said they had no
ATM card on them were
slapped many times as
they were being searched.
Eventually, five of them
had ATM cards on them
at the time.
“One of the robbers took
us in turn to the ATM and
asked us to put in our
PIN. They withdrew
everything that each of us
had in the account.
“I had N43,000 in my
account. They first
checked the account
balance and withdrew
N40,000. I was initially
praying that the ATM
would not work that day
but unfortunately it did .
“The other victims too
were robbed of almost all
they had in each of their
accounts. A young man
with us actually said he
was supposed to use the
N80,000 in his account to
buy tyres for his boss the
following morning. But
everything was withdrawn.
He was the one they
robbed of the highest
amount.”
He said they could not
raise the alarm because
the robber with the gun
threatened to shoot
anyone that attempted to
make any noise.

How I Blasted Obasanjo Inside His Office ––Atiku Talks Tough

Former Vice-President of
Nigeria, Alhaji Atiku
Abubakar, has revealed
that he “blasted” his boss,
President Olusegun
Obasanjo, over his bid to
run for a second term.
Atiku made the disclosure
during an interview with a
newspaper published in
Hausa.
“At first we started
arguing, and then he
(Obasanjo) opened
his drawer and
brought out a copy
of the Quran and
asked me to swear
that I will not be
disloyal to him.
There was nothing I
did not tell him in
that room. The first
thing I told him was
that I swore with the
Quran to defend the
Constitution of
Nigeria. Why are you
now giving me the
Quran to swear for
you again? What if I
swear for you and
you go against the
constitution?"
In the interview published
by an online publication
on Friday, Abubakar also
disclosed that he and
Obasanjo argued over his
failed third term bid. Atiku
said during one of their
arguments, Obasanjo gave
him a Quran to swear
loyalty to him.
He said, “Secondly, I
looked at him and told
him that if I don’t like you
or don’t support you,
would I have called 19
northern governors to
meet for three days in my
House in Kaduna only for
us to turn our back on
you?
“Thirdly, I asked him, what
are you even doing with
the Quran? Are you a
Muslim that you would
even administer an oath
on me with the Quran? I
was angry, and I really
blasted him. He asked me
to forgive him and he
returned the Quran back
to the drawer, and we
came out.”
Speaking further about the
controversial third term
bid, which could have
taken Obasanjo to a
record 12 years as the
country’s president, Atiku
said he vehemently told
Obasanjo to leave after
the completion of his
second term in office.
He said, “In fact we had
the same kind of
altercation when he was
gunning for third term, he
informed me that “I left
power twenty years ago, I
left Mubarak in office, I
left Mugabe in office, I left
Eyadema in office, I left
Umar Bongo, and even
Paul Biya and I came
back and they are still in
power; and I just did eight
years and you are asking
me to go; why?” And I
responded to him by
telling him that Nigeria is
not Libya, not Egypt, not
Cameroun, and not Togo;
I said you must leave;
even if it means both of
us lose out, but you
cannot stay.”
Atiku however denied that
Obasanjo went on his
knees to plead for his
support. He, however,
added that he (Obasanjo)
visited his residence to
plead for his support.
He said, “Honestly, he did
not kneel down for me.
But he did come to my
house and I refused to see
him. And he knocked my
door continuously and
asked me in the name of
God to come out, so I
came out, and we went
downstairs, and he asked
me to join him in his car
and I said, no, because of
security reasons, but he
insisted. So when we
entered his car, I never
knew that he had gone
round states pavilions and
asking for the support of
governors and delegates
and they refused to listen
to him because they have
not seen us together. So
that was why he came
and picked me up so that
we would go round
together. There is
something that many
people did not know
before, which I will tell
you now.
“We sat with party elders
and discussed the issue
of Presidency and there
was debate as to whether
the South will have eight
or four years? If the South
had eight years, so the
north too should have
eight years subsequently.
After lots of debates, it
was finally agreed that the
South should have eight
years. And when power
returns to the north, they
should also have it for
eight years.
“However, governors
objected to this
arrangement. I was then
in a dilemma; is the
governors’ objection
genuine or just a political
gimmick. What if I
followed them to run
against the president and
they later on turn their
back on me and align with
the president? At the end
of the day, one would
neither be a vice president
or a president because
politics is a slippery
game.”
That was how Atiku ended
up supporting Obasanjo,
despite opposition from
some governors.
Concerning his role in the
recent breakup of the
Peoples Democratic Party,
where Abubakar led a
number of PDP governors
out of the party’s
convention, Abubakar said
they had spent four
months plotting the move.
He said, “We have been
planning for some time
because we have spent
almost four months
planning how to split the
PDP. At first I didn’t know
the arrowhead, but they
eventually came and met
me and I joined them
because their reasons are
the same with the ones I
have been fighting against
within the party...

My Pregnancy Is Not from Jim Iyke; I Was Asked to Frame Him –– Nancy Confesses

Nancy is now taking a

the story broke recently,
many condemned Jim
Iyke even without giving
him the benefit of doubt,
but his woman, Nadia
Buari, stood by him.
At last, the lady, Nancy
has confessed and Jim
Iyke too has reacted....
Nancy has opened up that
some persons actually
approached her to frame
Jim Iyke up and cause
confusion in his marriage-
bound relationship with
Nadia Buari. She however
refused to give details of
her sponsor but she has
dropped the allegation
that they dated secretly
and he that he got her
pregnant.
On his part, Jim Iyke said
his enemies will continue
to fail:
Who is after Jim Iyke and
for what purpose? Could
this be coming from a

Photos: 25 Students, 2 Teachers Inhale Toxic Chemical In Ogba Grammar School! -

Twenty-five students and two
teachers of Ogba Junior
Grammar School in Ogba,
Lagos State, southwest Nigeria,
were yesterday evening rushed
to a hospital after they inhaled
emission from a toxic chemical.
It was gathered that the
unconscious students and
teachers were immediately
rushed to Blue Cross Hospital,
located opposite the shopping
mall for urgent medical
attention.
A medical doctor at the
hospital declined to comment
on the condition of the students
and teachers. Two of the
affected female students whose
condition was critical were
transferred in a Lagos State
Emergency Ambulance marked
LA 156 A08 to the Lagos State
University Teaching Hospital,
LASUTH, in Ikeja.
P.M.NEWS learnt that at about
12 noon, the students and
teachers were in the school
when they began to feel dizzy
and collapsed after inhaling the
emission from chemical spread
to their school premises by air.
Following the incident, some of
the teachers raised an alarm
which attracted some members
of the public, who immediately
called officials of the Lagos
State Emergency Management
Agency on their toll free lines.
One of the officials of LASEMA
told P.M.NEWS that the gas
emission was traced to
Bizcircuit Colour Laboratory,
located within the premises of
Ogba Shopping Mall just at the
back of the school. According
to the official, the chemical in
the lab may have expired.
Speaking on the incident, Femi
Giwa, Head of Logistics for
LASEMA said that it was not an
explosive as some members of
the public were saying, but an
emission, which was
immediately traced to the lab,
after carrying out an emergency
assessment of the entire place.
Security agents comprising the
police, NSCDC officials, and
LASEMA officials cordoned off
the entire area to prevent
people from gaining access to
the school and the shopping
mall.

More Revelations Come Out In Stella Oduah's Many Scandals

We are indeed in the
season of revelations in
Nigeria. More cans of
worms were thrown up on
Wednesday in Abuja at
the public hearing by the
House of Reps Committee
on Aviation investigating
the controversial and
"fraudulent" N255m
bulletproof cars purchased
for the Minister of
Aviation, Stella Oduah.
But the woman at the
centre of the scandal,
Stella Oduah, dared the
committee as she again
reneged on her promise to
honour an invitation
earlier extended to her.
Fresh revelations on the
"messy" deal...
But even with the absence
of Stella Oduah, the
committee, the Nigerioa
Customs Service,
Coscharis Motors and
First Bank Nigeria Plc
made fresh revelations on
the controversial cars.
Among the fresh
revelations made public at
the hearing was the
difference in the chassis
numbers of the cars
inspected by the
committee members and
those in the transaction
documents between NCAA
and Coscharis.
Another is how the Federal
Ministry of Finance and
the National Security
Adviser were made to
believe that the two
vehicles were for the 18th
National Sports Festival
(Eko Games 2012) hosted
by Lagos State.
The Customs Service was
the first to expose the fact
that no duty was paid on
the cars because
Coscharis and its agents
obtained a duty exemption
certificate from the
Federal Ministry of
Finance.
According to the Customs,
Nigeria government lost
N10.1m due to the
waiver, which covered 300
vehicles, including the two
controversial bulletproof
cars.
The Deputy Comptroller-
General (Modernisation
and Economic Relations),
Mr. Manasa Jatau, who
testified before the panel,
disclosed that Ministry of
Finance granted the
waiver after Coscharis
wrote that it wanted to
import 300 assorted
vehicles for the EKO
Games.
He added that they
claimed that the “end
beneficiary” of the cars,
including the two
bulletproof vehicles was
the Lagos State
Government.
He hinted that the waiver
was later used as a cover
to import the bulletproof
cars to evade the payment
of import duty. He
revealed that there was
also a third bulletproof
car imported by
Coscharis .
The Customs chief who
did not name the owner of
the third bulletproof car,
added that the office of
the NSA issued a security
clearance for the two
bought for Oduah.
Asked whether a waiver
granted for a specific
purpose could be
transferred to a different
user, the Customs man
replied: “To the best of my
knowledge, end-user
certificate is not
transferable .”
The DCG said, “N10.1m
was the duty payable on
the 300 vehicles; but no
duty was paid because
there was an import
exemption certificate
issued by the Federal
Ministry of Finance. The
waiver was for a period of
one year. The waiver
showed there were 300
vehicles for the sports
festival, hosted from
November to December,
2012.
“Only three of the vehicles
were bulletproof and the
NSA gave security
certificate for their
clearance.”
Coscharis Motors was
represented at the hearing
by its Chairman, Mr.
Cosmos Maduka, and the
Managing Director, Mr.
Josiah Samuel.
The company admitted
that it got a waiver to
import vehicles for the
games, saying “it is the
usual practice for
government to approach
us to supply vehicles for
major events.”
However, efforts by the
committee to establish
how the waiver was used
to cover the bulletproof
cars, did not yield results.
Mr. Josiah Samuel parried
questions and chose
rather to advertise BMW
cars to members at the
hearing.
Coscharis accused of
connivance
The committee accused
the company of conniving
with NCAA to inflate the
cost of the cars. But
Coscharis denied the
accusation.
On the price of the cars,
Samuel claimed that the
BMWs are “7 Series B7”
security cars, which were
costlier than their
equivalent quoted by
“independent amourers
on the Internet.
He argued that the cars in
question had factory-fitted
armour, as against buying
a plain car before taking
it to an independent firm
to rebuild.
The Managing Director
stated that the factory
price for the grade of
BMW cars it supplied the
NCAA was €418,000,
excluding other charges.
On how the company gets
and utilises duty waivers,
Mr Samuel said most
times, the waivers would
come too close to the
date of the event they
were meant to cover.
“So, what we do is that
we sign a Memorandum
of Understanding with
government to release the
vehicles we have in our
showroom. We then use
the waiver to replace the
vehicles we have
supplied”, he added.
But, his response angered
a member of the
Committee, who accused
Coscharis of committing
“fraud.”
Hon. Manwe said a
quotation he received
from an American firm
showed that the same car
sold for N42m. He said,
“We are not fools; you
have been taking us for a
ride. You imported the
cars without paying duty,
why are you selling one
for over N127m? Are your
own bulletproof cars
manufactured in the
moon .
“You got a waiver to
import cars for the
National Sports Festival,
but you used it to import
bulletproof cars for the
NCAA. You have been
lying to us. You ripped off
the people of Nigeria
through the NCAA. That is
the summary of what is
before us here, so what
are you saying?”
But, Maduka protested,
saying his company did a
legitimate transaction. He
claimed that the whole
scandal was “politically-
motivated” for reasons he
could not explain. Maduka
added, “We followed all
the processes required.
We sold vehicles to the
NCAA and First Bank
financed it.
“We were interviewed by
the SSS (State Security
Service), the NSA; we
didn’t do any wrong.”

revealed to Nigerians that
the armoured cars
Coscharis supplied were
different from the ones
quoted in its letter to the
NSA.
The committee had visited
the Nnamdi Azikiwe
Airport on Tuesday to
inspect the cars. However,
members discovered that
the chassis numbers were
different from the ones
quoted in the transaction
documents .
Leader of the inspection
team, Mr. Ahmed
Chanchangi, said, “We
sighted the cars at the
airport yesterday
(Tuesday). The chassis
numbers do not
correspond with what you
said you supplied. It looks
like Nigeria was
shortchanged here again ”,
he stated.
Our role –First Bank
First Bank which was the
financier of the
transaction, confirmed
that it entered into a loan
agreement, “not lease
agreement” with the
NCAA.
The head of the bank’s
Lagos Mainland branch,
which handled the
transaction, Mr. Seyi
Ojefeso, recalled how the
NCAA approached the
bank for a loan to
purchase vehicles for its
management staff.
Ojefeso claimed that it
was possible that the
NCAA “got it mixed up”
when it described it as a
lease agreement.
He explained that the
NCAA applied for a total
loan package of N643m
to finance the purchase of
54 vehicles.
For the bulletproof cars,
he said there was a
Coscharis proforma
invoice attached to the
application in the value of
N255m.
He added, “We offered an
auto loan to the NCAA in
May to purchase cars for
its management staff.
“The application was for
N643m; we financed the
purchase of the cars
based on the application
they submitted to us.”
The committee observed
that the original request of
the NCAA to the Minister
of Aviation was N564m,
but First Bank eventually
approved a loan of N643.
When asked to explain
how the difference came
about, Seyi  jefeso said
only the NCAA could
answer the question since
N564m was not in the
agency’s communication
with the bank .
FAAN also bought cars for
Oduah
The Senate Committee on
Aviation also exposed
that four of the 202
‘operational’ cars bought
by the Federal Airports
Authority of Nigeria for its
top officials are armoured
vehicles.
It added that two of the
armoured vehicles were
for the Minister of
Aviation, Ms Stella Oduah
and two for the Managing
Director of FAAN, Mr.
George Uriesi.
“FAAN did confirm that
among the operational
vehicles they purchased,
four of them are armoured
vehicles, two for the
Managing Director and
two for the minister ,” the
committee Chairman,
Senator Hope Uzodinma,
told journalists on the
sidelines of the
investigation into the
crises in the aviation
industry.

N255m SCANDAL: This Is My Story ––By Stella Oduah

The embattled
Aviation Minister, Stella
Oduah appeared before
the House of Reps
Committee investigating
all the issues relating to
the N255m cars scandal.
Below is her defence:
1.1 Let me first and
foremost apologise for my
inability to honour your
invitation to appear before
you on the last day the
public hearing held. My
non appearance was not
borne out of disrespect to
this Honourable House.
Let me also thank the
Honourable Committee for
rescheduling my
appearance to today.
1.2 The invitation to
appear before this
Honourable Committee
was brought to my
attention while I was on
national assignment far
away in the State of Israel
to conclude negotiations
and sign a Bilateral Air
Service Agreement
(BASA) on behalf of our
dear country (but she
never signed the
agreement).
I received the invitation
with gratitude to God
because of the promise of
the opportunity it would
afford me for Nigerians,
and indeed the whole
world, to hear my own
side of the story.
1.3 In her 12-page
presentation, Princess
Oduah said, “In the last
few weeks, I have
received all sorts of
bashings in the media. So
many persons have also
risen to my defense. My
traducers have abused
me, some of them out of
a genuine sense of
outrage that I allegedly
spent the sum of USD1.6
Million of government
funds to purchase for
myself 2 nos bullet proof
BMW Cars for my
personal use while
millions of Nigerians are
unable to afford three
square meals daily.
“You may recall that there
have been attempts to
clarify issues pertaining to
this particular
procurement. You will
also recall that in the
process some of the
issues were further
muddled up.
I mention in this regard
the first attempt at
clarifying the issue by the
Coordinating
Spokesperson for the
Parastatals who, without
recourse to the Minister or
the Principal Officers of
the Ministry and its
Agencies described the
information as a mere
rumour.
“This was followed by the
statement of my S.A
Media who was himself
guided by his own
perception of the duties
and challenges of the
office of the Minister and
possibly, even the danger
to the person and office of
the Minister.
This is made evident by
the fact that his statement
focused on the personal
security of the Minister
without recourse to the
procurement process and
policy file to which he did
not have access; hence a
statement that the
procurement was for the
“safety and security of the
Honourable Minister
whom he said was facing
some imminent threats to
her life on account of the
reforms in the sector”.
“The last official
intervention in this matter
came from the Director
General of NCAA, the
agency charged with the
oversight of the aviation
sector and the agency
that actually undertook
the procurement.
Whereas the DG was right
in saying that the vehicles
were not bought for the
Minister, the anticipated
positive effect of this
correct piece of
information was marred
by remarks credited to the
DG suggesting that the
agency was more
concerned about issues of
administration and
information security that
had no bearing on this
issue. In this regard, we
must bear in mind that the
DG was very likely guided
by the provisions of the
Official Secret Act but
which I make bold to state
before you must not take
precedent over the
Freedom of Information
Act or the powers of the
National Assembly under
Sections 88 and 89 of the
Constitution.
Let me therefore state
finally concerning the
above and for the records
that there was no attempt
at anytime to either
deliberately mislead the
public or conceal any
information regarding this
transaction; and also to
formally apologise for
whatever tension or
perception of same as a
result of the foregoing. On
that note therefore, I stand
before you as the Minister
of Aviation, a citizen of
Nigeria and one of your
constituents and affirm
the foregoing
clarifications.
“The second category of
my traducers are the
entrenched interests in the
aviation sector who, for
over 38 years have held
the sector by the jugular
and refused to allow any
meaningful development
and change take place.
For the over 38 years that
our airports were a
damning commentary on
our status as part of the
civilized world; or when
our airspace existed
without the requisite
navigational equipments
and facilities to make the
airspace safe; these
category of persons saw
no evil and heard no evil
while they happily clapped
their ways to the banks!
This group has carried on
with bitter venom, ..
throwing decency and
honour overboard, lying
and misleading the
Nigerian populace even
when they knew the truth
because my team and I
changed the game in
favour of Nigeria attaining
her pride of place in the
comity of nations.
“It is for the first category,
the Nigerian people who
have acted out of a
genuine sense of
patriotism, that I seize
this opportunity with both
hands to let the world
know the truth
surrounding this matter.
For the second category,
that is the entrenched,
corrupt and profligate
individuals and entities
who have caused the
serious rot in the aviation
sector, I owe no
apologies; all I owe them
is to further inform them
that the current generation
has seen through them
and are no longer willing
to tolerate their antics.
“Honourable Chairman,
my initial enthusiasm was
almost doused when I
became aware of what
transpired when the
Permanent Secretary of
the Federal Ministry of
Aviation appeared before
this Honourable
Committee as my
representative, with a
letter conveying my
regards and requesting to
present the position of the
Federal Ministry of
Aviation. I have it on good
authority that after his
appeal and the
presentation of my letter,
he was, in the words of
some newspaper
headlines, “walked out of
the House”
“I do not know why the
Honourable Committee
acted in the manner it did,
knowing that the
Permanent Secretary is a
bona fide Nigerian citizen
and therefore entitled to
observe the proceedings
of his representatives
assembled in parliament
like any other citizen,
more so when the matters
being discussed at a
“public hearing” are of
interest to him. I
wondered why this
Honourable Committee did
what it did: Was there an
agenda to harass, cow
and intimidate me and
ensure that I am unable to
state my own side of the
story fearlessly? I
wondered whether some
persons were afraid of the
truth being told as it is. ” -
“I believe that the
Honourable House
harbours no such agenda.
I believe that it was one
of those moments when,
the false accusations and
my trial in the media, had
affected the sense of
outrage of the Honourable
members as citizens of
our great nation.. Fortified
in this knowledge of the
fairness of this
Committee, I prepared my
presentation knowing that
the Honourable Committee
will continue to treat me
fairly and afford me the
opportunity to present it
to the Nigerir people
without let or hindrance.
My humble appeal is that
the Honourable Committee
will discountenance the
blatant falsehoods that
have been peddled
against me in the media
and patiently hear my side
of the story.
The Allegations Against
Me
“Honourable Chairman, as
you are all aware, what
necessitated this public
hearing were the events
that followed a false and
malicious online publica—
tion that I compelled the
NCAA to purchase for me
2 nos BMW bullet proof
cars at the cost of
USD1.6 Million. Let me
state emphatically from
the onset that the
allegation against me
concerning the purchase
of 2 nos bulletproof cars
for me by the Nigerian
Civil Aviation Authority
(NCAA) is false in its
entirety.
“Your Honours, ladies and
gentlemen, our nation is
at a cross road in its
history. The
transformation agenda of
Mr. President has
changed our ways of
doing things significantly.
Mr. President recognized
the infrastructural deficit
in our nation and has
taken very bold steps to
address this and in order
to bequeath to the next
generation a nation that
can compete favourably
in the comity of nations
and imbue our next
generation with pride and
patriotism.
“The massive investment
and the aggressive
prosecution of this
agenda in this regard
have seen the aviation
sector being transformed.
Today, 22 Airports owned
by the Federal
Government are at various
stages of becoming
decent and world class
terminals. Nigeria’s
airspace has become one
of the safest in the world
with the deployment of
modern navigational
equipments and
infrastructures. The
oversight capacity of the
whole sector
has been strengthened
with the relevant
regulations in place and
the training and retraining
of personnel. Our National
Aviation Policy has been
reviewed to chart the path
to a safer and secure
aviation sector. The plan
to make Nigeria have a
national carrier is at an
advanced stage of
implementation. The
pursuit of an aviation
sector that is self
sustaining is being
pursued with all
aggression and vigour.
“All the efforts to L ing
change to the aviation
sector have been resisted
with vigour by the
entrenched interests that
have been ripping off the
nation. We have had to
put our foot down in the
national interest and
stopped the rape of our
national patrimony. We
have had to confront
frontally very powerful
forces that have held the
sector hostage. My team
and I are not people who
will see things going very
wrong, fold our arms and
complain and not lift a
finger to do anything. We
dared to act, convinced
that it was in the national
interest to do so.
“We are not at our
destination yet, but
Nigerians who are
witnesses to the rot of
yesteryears are now proud
of their nation seeing
what is going on in the
aviation sector. What we
are doing in the sector,
together with the effort in
other equally important
sectors, have given hope
to the mass of our people
that we can do
something, apart from
complaining, about the
decay in our national
life. ;
“In doing what we have
done, the purveyors of the
rot and corruption that
have characterized the
sector have at no time
folded their arms. They
have fought back every
inch of the way. The
latest false and wicked
allegation of purchase of
2 nos bulletproof cars for
me by the NCAA is
another of the fabrications
in their arsenal of lies to
discredit my team and
make our reformation of
the sector lack credibility
in the hope that that will
clear the coast for them to
return to their wicked old
ways. But we have only
one message for this
group: The Nigerian
people now know better
and will no longer tolerate
them!
“ Matters Arising from the
Lease Financing
Arrangement for
Operational Vehicles by
the NCAA
Did the NCAA Spend
Monies Not Approved by
the Appropriation Act,
2013?
Honourable Chairman, the
NCAA, as a result of the
daily interaction with the
law in its regulatory and
enforcement roles, is at all
times and in all matters
conscious of its
obligations of complying
with the law and all extant
rules and regulations of
the Government. The
NCAA is therefore
conscious of its
obligations relating in
particular to appropriation
and will never spend
monies that have not
been appropriated by the
National Assembly.
“It is in this regard,
therefore, that the NCAA,
within the framework of
the Medium Term
Expenditure Framework
(MTEF) approved by the
National Assembly as a
planning tool, planned its
budget with regard to
acquisition of operational
and other security and
safety vehicles for the
next three years in a
manner compliant with
Section 80 (4) of the
Constitution of the Federal
Republic of Nigeria, 1999
(as Amended), that
prohibits the spending of
monies from any fund of
the Federation except as
appropriated by the
National Assembly.
“The media has been
awash with the purported
spending of monies by the
NCAA to the tune of
USD1.6 million, N255
million and other figures
on the purchase of
vehicles by the NCAA.
Honourable Chairman, IT
IS NOT TRUE THAT THE
NCAA HAS SPENT SUCH
AMOUNT OF MONEY ON
PURCHASE OF VEHICLES,
It is also NOT TRUE THAT
THE NCAA HAS
PURCHASED 2
BULLETPROOF BMW
VEHICLES FOR THE
HONOURABLE MINISTER
OF AVIATION.
“Honourable members, as
pointed out above, what
the NCAA has done, is to
plan for the acquisition of
vehicles for the next three
years within the MTEF
through a LEASE
FINANCING
ARRANGEMENT with First
Bank of Nigeria, Pic.
Under this arrangement,
NCAA’s obligation to First
Bank of Nigeria, Pic is
N23 million monthly which
will be liquidated in 3
years (36 months). By the
end of the year 2013, the
total amount the NCAA
would have spent on the
acquisition of these
vehicles will be N116
Million only. This is below
the amount of N240
million appropriated by
the NASS for the purchase
of vehicles by NCAA in
the 2013 Appropriation
Act. What the NCAA has
done within the framework
of the MTEF and its desire
to be prudent, is to plan
its budget in a manner
that the cash flow of the
Authority
is a1″1′ to accommodate
spending effortlessly. The
relevant portion of the
Approved budget is
annexed as Annexure
FMA “1″.
Justification for the Lease
Financing of the 2 Nos
BMW Cars
“Honourable Chairman,
the NCAA owes its very
existence to the
benevolence and wisdom
of the National Assembly
expressed through the
making of the Nigerian
Civil Aviation Act, 2006.
As the regulator of the
entire aviation industry,
the NCAA, pursuant to
powers granted under the
Civil Aviation Act, 2006
makes and enforces
Regulations towards
ensuring safety and
security of Nigeria’s
airspace. The NCAA in
addition, plays a pivotal
role in carrying out
Nigeria’s international
obligations and
responsibilities.
“NCAA has done this with
distinction over the years
ensuring that Nigeria
currently has attained the
coveted Category One
certification of the U.S
FAA; Nigeria is currently a
member of the ICAO
Council with the strong
probability that a Nigerian
may emerge the President
of the ICAO Council in a
matter of days, hopefully
by the end of the month
of November, 2013 and on
the 6th of December,
2013, both the outgoing
President and incoming
President of ICAO will be
in Nigeria. The aggregate
of the various victories of
Nigeria in the international
arena, including the re-
election of Nigeria as a
non-permanent member
of the UN Security
Council, is that Nigeria is
increasingly readdressing
the negative perceptions
about our nation.
“The inadequacy and
unreliability of NCAA
existing operational
vehicles due to old age
and depreciation
necessitated the
acquisition of the new
ones. Furthermore, with
the appointment of a new
Director General,
Directors, General
Managers and other
Management Staff there
was the need for
additional operational and
service vehicles.
Moreover, the fact that
NCAA, as the regulator of
the industry, often plays
host to dignitaries from
ICAO, IATA, US FAA,
AFRAA, AFCAC, BAG,
CANSO, ACI and a host of
others made it imperative
to have various
specifications of
operational vehicles
including the purchase of
the 2 nos security/safety
vehicles. Certification is a
continuous exercise in
aviation and surveillance
is a part of the daily
operations of the NCAA.
“As pointed out above,
Nigeria is an important
player in ICAO circles and
Nigeria’s emergence as a
member of the General
Council has increased the
expectations in
international aviation.
Most importantly, the
expected emergence of a
Nigerian as the President
of the General Council of
ICAO will make Nigeria
one of the most
significant destinations for
actors in the international
aviation sector. This will
place additional burdens
on us as a nation.
“It is all these factors that
the NCAA considered in
planning for the
acquisition of the different
specifications of vehicles
through a Lease
Financing Arrangement.
The security challenges in
Nigeria today are known
to all and the efforts and
concern of government at
all levels towards tackling
this have been very
glaring. However, while
government is tackling the
matter, the impact of an
attack leading to the
death, kidnapping or other
injuries to international
aviation actors in
international circles will
simply be disastrous. In
addition, matters of
insecurity do not wait until
you have the resources to
fight them before they
occur. It requires
proactive interface and
preventive measures.
“The NCAA considered
that it will not be in the
interest of our nation if
the security issues above
were to occur and so
ought to be avoided at all
cost. The NCAA acted
with the highest patriotic
consideration within the
ambit of the Law and the
Constitution.
Did NCAA Purchase 2 Nos
Bulletproof Vehicles for
Me as the Honourable
Minister of Aviation?
“Honourable members,
another falsehood in the
public domain relating to
this Lease Financing
Arrangement is that the
NCAA purchased two
bulletproof vehicles for me
as the Honourable
Minister of Aviation. This
is TOTALLY FALSE. The 2
nos security/safety BMW
vehicles which the NCAA
acquired are for security
and safety as
appropriated by the NASS
in the 2013 budget in Item
6. The title documents
which are in the names of
NCAA/FIRST BANK PLC,
as well as spare keys of
all the vehicles purchased
under the lease financing
arrangement are currently
with First Bank of Nigeria,
Pic as is the case with
such arrangements and
best practice.
“Honourable Chairman, in
addressing the issue of
authorization by the NASS
as contained in Item 6 of
the budget, we invite your
honours to consider the
narration. In the narration,
your honours will observe
that the 2 nos security/
safety vehicles are
provided for distinctively.
They are separate from
the other vehicles listed.
The legislative process,
including the process of
appropriation, involves a
lot of explanations by the
beneficiaries of legislative
powers in that regard, but
when the explanations
eventually find merit and
is passed, all that
happened preceding the
passage of the Law
cannot be the basis of
any meaningful
discussion.
“There was nothing in the
approved documents
reflecting my name, when
the budget was being
made. At no time did I
ever request for any
vehicle from the NCAA. It
was the agency that had
the need and made the
request to the Federal
Ministry of Aviation. After
the purchase on a 3 year
Lease Financing
arrangement, the vehicles
were never delivered to
me. The vehicles were
also not registered in my
name but that of the
agency.
“Your Honours, I draw
attention to this fact
because of the erroneous
belief in some quarters
that, because in the
course of the NCAA
defending its budget
proposal for 2013, it had
to return to the NASS a
few times to explain their
proposal, therefore the
purchase was never
appropriated. That is false
as the budget is before
the Nigerian people and
as pointed out, 2 nos
security/safety vehicles
were appropriated by the
NASS.
“Honourable Chairman, on
the procurement
procedure for the lease
arrangement for the
acquisition of the
vehicles, let me reiterate
that the NCAA followed
the due process required
by law. As we gather here
today, there exist no
guidelines issued by the
Bureau for Public
Procurement (BPP) on
lease financing
arrangements. Despite
this lacuna occasioned by
the absence of such a
guideline, the NCAA
followed the due process
by involving all the Banks
in Nigeria. The Federal
Ministry of Aviation under
my watch has always
been mindful of the need
to ensure that we act in a
prudent manner and
within the ambit of the law
and this can be testified
to by the tremendous
transformation that has
occurred in the sector in
the last 2 years.
Specifically, I wish to
draw the attention of the
Honourable Committee
to the procedure adopted
by the NCAA in procuring
the operational
vehicles: *On the 15tl] of
April, 2013 an official
letter was written by the
NCAA requesting for
approval to procure
operational vehicles
through Lease Financing.
The NCAA’s letter is
annexed herein as
Anncxure FMA
*On the 25th of April,
2013 approval was
conveyed to NCAA for
the acquisition of
operational vehicles
through Lease Financing,
The letter annexed is
Annexure FMA “3″.
*On the strength of the
above letter of approval,
the NCAA got the list of
all Banks in Nigeria on
7th May, 2013 and
circulated a Request for
Expression of Interest on
the financing of the lease.
The letters to all the
Banks requesting for
Expression of Interest
(EOI) are annexed as
Annexures FMA “4 – 22″.
*On 24th May, 2013 the
Request for Expression of
Interest (EOI) was publicly
opened. Three Banks
submitted proposals.
*The Evaluation of the
Expression of Interests
was held on 31^ May,
2013 during which First
Bank Pic, Union Bank Pic
and Stanbic IBTC
responded.
*On the 10th June, 2013
the above three banks
were invited to submit
Financial Proposals.
Thereafter, First Bank of
Nigeria, Pic emerged the
highest rated responsive
bidder.
*Between 20th and 25th
June, 2013 NCAA received
invoices from various
accredited motor vehicle
dealers during which only
Coscharis Motors Limited
quoted for BMW
Bulletproof Vehicles.
Copies of the invoices are
attached as Annexure
FMA “23 – 42″. ;
*On 28th June, 2013
NCAA Parastatal Tenders
Board approved the
selection of First Bank of
Nigeria, Pic for the Lease
Financing as well as
Metropolitan Motor
Vehicles and Coscharis
for the supply of the
vehicles. This approval
was predicated on the due
process documentations
done by the NCAA.
*On 1st July, 2013 the
NCAA sought the approval
based on the invoices and
the final negotiations with
the financing Banks.
*Based on the outcome of
the negotiations as
contained in the invoices
from the Banks, on 5th
July, 2013 the approval of
the Federal Ministry of
Aviation was conveyed to
NCAA. The letters dated
5th July, 2013 is annexed
as Annexure FMA “43″.
*I am aware that between
8th July, 2013 to 12th
August, 2013 various
meetings were held with
First Bank of Nigeria, Pic
and necessary
documentations were
carried out A copy of the
Letter of Offer of Credit
Facility containing the
terms of the relationship
dated 30th July, 2013 is
attached as Annexure
FMA “44″.
*On 13th August, 2013
the suppliers of the
vehicles were contacted
at the instance of First
Bank of Nigeria, Pic.
The Honourable
Committee may wish to
confirm that the NCAA
sent out Expression of
Interest (EOIs) to the
following banks (22
banks):
Conclusion
Honourable Chairman and
members, we have made
all of these explanations
because we believe that
the essence of this
hearing is to confirm
whether we acted
responsibly and in the
best interest of our nation
and within the framework
of the Constitution and the
Law. We believe that all of
this is meant to make our
nation and her citizens
have the best value for
whatever money is
appropriated and spent. It
is in this belief and our
duty under the Law and
the Constitution that we
have placed all materials
involved in this
transaction before you in
order that you may be
able to arrive at a fair and
just determination in the
larger interest of our
people.
“We reiterate that NCAA
has not spent any money
not appropriated by the
National Assembly.
Indeed what they have
spent so far on ALL the
vehicles acquired through
the Lease Financing
Arrangement with First
Bank of Nigeria Pic is
N52,000,000.00 (Fifty Two
Million Naira only). By so
doing, they have saved
the nation cost and the
possible embarrassment
that may arise if the
events we have pointed
out earlier were to occur.
“We further reiterate that
the NCAA DID NOT
purchase 2 nos bullet
proof vehicles for me as
the Honourable Minister of
Aviation. We reiterate that
the NCAA purchased 2
nos security vehicles for
the operations of the
NCAA in line with monies
approved for the NCAA
under the Appropriated
Act passed by the
National Assembly."

NTDC Boss Mrs Sally Mbanefo In N270m Scandal; Barred From Travelling, Car Seized

(NTDC), Mrs Sally
Uwechue-Mbanefo is
swimming in the murky
waters of corruption.
Along with some top
officials of the agency,
Sally is being investigated
for an alleged N270m
fraud. And this time, the
case has reached such an
extent that anti-corruption
agency, the EFCC has
invited and questioned all
parties involved.
Insiders revealed "the new
D.G and her agents are so
embroiled in the matter
that, they were only
allowed to leave the office
of the EFCC based on
administrative bail".
A travel ban slammed on
'them' as investigations
continues. The 'official'
car of one of the accused
identified as 'the C.S.O'
was reportedly impounded
till circumstances
surrounding its acquisition
are cleared.
The case against Mrs
Mbanefo and others
centres on illegal
manouevering in
'allocating budgets',
approving expenditures'.
An insider is said to have
discovered the anomaly
and petitioned the EFCC
with supporting
evidences. Six top staffers
of the NTDC - including
the D.G and the 'C.S.O' -
are involved in the
ongoing case.

Jonathan told Amaechi to
give a fellow brother his
support and reminded him
that they are one. But on
his part, Amaechi said
Jonathan's men have
humiliated him terribly
and as such he longer
sees them as brothers...
The meeting which started
in a private room,
continued in the air as
Jonathan pleaded with
Amaechi to board his
official chopper with him.
Bayelsa State governor,
Seriake Dickson, who was
openly against Amaechi
as NGF chairman and
working with Jonah Jang,
was also at the secret
meeting.
I hear that Dickson also
told Amaechi that before
the creation of Bayelsa
State they were all one
from Rivers State. He also
pleaded with Amaechi to
drop his grievances
against Jonathan and
forget the past.
A source told
oba scotec that
Jonathan specifically told
Amaechi that even if both
of them are fighting it
should not be taken too
far, to make Amaechi
support outsiders against
him. He assured Amaechi
that many things will
change in the next few
months.
Funny enough, Amaechi
did not make any
commitment as he was
said to have told the
President that the issue
have gone too far for him
to just take any personal
decision. But Jonathan
said he believe Amaechi
is a good and gentle man
who will not abandon
"your brother".

More Revelations Come Out In Stella Oduah's Many Scandals

We are indeed in the
season of revelations in
Nigeria. More cans of
worms were thrown up on
Wednesday in Abuja at
the public hearing by the
House of Reps Committee
on Aviation investigating
the controversial and
"fraudulent" N255m
bulletproof cars purchased
for the Minister of
Aviation, Stella Oduah.
But the woman at the
centre of the scandal,
Stella Oduah, dared the
committee as she again
reneged on her promise to
honour an invitation
earlier extended to her.
Fresh revelations on the
"messy" deal...
But even with the absence
of Stella Oduah, the
committee, the Nigerioa
Customs Service,
Coscharis Motors and
First Bank Nigeria Plc
made fresh revelations on
the controversial cars.
Among the fresh
revelations made public at
the hearing was the
difference in the chassis
numbers of the cars
inspected by the
committee members and
those in the transaction
documents between NCAA
and Coscharis.
Another is how the Federal
Ministry of Finance and
the National Security
Adviser were made to
believe that the two
vehicles were for the 18th
National Sports Festival
(Eko Games 2012) hosted
by Lagos State.
The Customs Service was
the first to expose the fact
that no duty was paid on
the cars because
Coscharis and its agents
obtained a duty exemption
certificate from the
Federal Ministry of
Finance.
According to the Customs,
Nigeria government lost
N10.1m due to the
waiver, which covered 300
vehicles, including the two
controversial bulletproof
cars.
The Deputy Comptroller-
General (Modernisation
and Economic Relations),
Mr. Manasa Jatau, who
testified before the panel,
disclosed that Ministry of
Finance granted the
waiver after Coscharis
wrote that it wanted to
import 300 assorted
vehicles for the EKO
Games.
He added that they
claimed that the “end
beneficiary” of the cars,
including the two
bulletproof vehicles was
the Lagos State
Government.
He hinted that the waiver
was later used as a cover
to import the bulletproof
cars to evade the payment
of import duty. He
revealed that there was
also a third bulletproof
car imported by
Coscharis .
The Customs chief who
did not name the owner of
the third bulletproof car,
added that the office of
the NSA issued a security
clearance for the two
bought for Oduah.
Asked whether a waiver
granted for a specific
purpose could be
transferred to a different
user, the Customs man
replied: “To the best of my
knowledge, end-user
certificate is not
transferable .”
The DCG said, “N10.1m
was the duty payable on
the 300 vehicles; but no
duty was paid because
there was an import
exemption certificate
issued by the Federal
Ministry of Finance. The
waiver was for a period of
one year. The waiver
showed there were 300
vehicles for the sports
festival, hosted from
November to December,
2012.
“Only three of the vehicles
were bulletproof and the
NSA gave security
certificate for their
clearance.”
Coscharis Motors was
represented at the hearing
by its Chairman, Mr.
Cosmos Maduka, and the
Managing Director, Mr.
Josiah Samuel.
The company admitted
that it got a waiver to
import vehicles for the
games, saying “it is the
usual practice for
government to approach
us to supply vehicles for
major events.”
However, efforts by the
committee to establish
how the waiver was used
to cover the bulletproof
cars, did not yield results.
Mr. Josiah Samuel parried
questions and chose
rather to advertise BMW
cars to members at the
hearing.
Coscharis accused of
connivance
The committee accused
the company of conniving
with NCAA to inflate the
cost of the cars. But
Coscharis denied the
accusation.
On the price of the cars,
Samuel claimed that the
BMWs are “7 Series B7”
security cars, which were
costlier than their
equivalent quoted by
“independent amourers”
on the Internet.
He argued that the cars in
question had factory-fitted
armour, as against buying
a plain car before taking
it to an independent firm
to rebuild.
The Managing Director
stated that the factory
price for the grade of
BMW cars it supplied the
NCAA was €418,000,
excluding other charges.
On how the company gets
and utilises duty waivers,
Mr Samuel said most
times, the waivers would
come too close to the
date of the event they
were meant to cover.
“So, what we do is that
we sign a Memorandum
of Understanding with
government to release the
vehicles we have in our
showroom. We then use
the waiver to replace the
vehicles we have
supplied”, he added.
But, his response angered
a member of the
Committee, who accused
Coscharis of committing
“fraud.”
Hon. Manwe said a
quotation he received
from an American firm
showed that the same car
sold for N42m. He said,
“We are not fools; you
have been taking us for a
ride. You imported the
cars without paying duty,
why are you selling one
for over N127m? Are your
own bulletproof cars
manufactured in the
moon .
“You got a waiver to
import cars for the
National Sports Festival,
but you used it to import
bulletproof cars for the
NCAA. You have been
lying to us. You ripped off
the people of Nigeria
through the NCAA. That is
the summary of what is
before us here, so what
are you saying?”
But, Maduka protested,
saying his company did a
legitimate transaction. He
claimed that the whole
scandal was “politically-
motivated” for reasons he
could not explain. Maduka
added, “We followed all
the processes required.
We sold vehicles to the
NCAA and First Bank
financed it.
“We were interviewed by
the SSS (State Security
Service), the NSA; we
didn’t do any wrong.”
• More drama
More drama played out
when the Aviation
Committee’s Sub-
Committee on Inspection,
revealed to Nigerians that
the armoured cars
Coscharis supplied were
different from the ones
quoted in its letter to the
NSA.
The committee had visited
the Nnamdi Azikiwe
Airport on Tuesday to
inspect the cars. However,
members discovered that
the chassis numbers were
different from the ones
quoted in the transaction
documents .
Leader of the inspection
team, Mr. Ahmed
Chanchangi, said, “We
sighted the cars at the
airport yesterday
(Tuesday). The chassis
numbers do not
correspond with what you
said you supplied. It looks
like Nigeria was
shortchanged here again ”,
he stated.
Our role –First Bank
First Bank which was the
financier of the
transaction, confirmed
that it entered into a loan
agreement, “not lease
agreement” with the
NCAA.
The head of the bank’s
Lagos Mainland branch,
which handled the
transaction, Mr. Seyi
Ojefeso, recalled how the
NCAA approached the
bank for a loan to
purchase vehicles for its
management staff.
Ojefeso claimed that it
was possible that the
NCAA “got it mixed up”
when it described it as a
lease agreement.
He explained that the
NCAA applied for a total
loan package of N643m
to finance the purchase of
54 vehicles.
For the bulletproof cars,
he said there was a
Coscharis proforma
invoice attached to the
application in the value of
N255m.
He added, “We offered an
auto loan to the NCAA in
May to purchase cars for
its management staff.
“The application was for
N643m; we financed the
purchase of the cars
based on the application
they submitted to us.”
The committee observed
that the original request of
the NCAA to the Minister
of Aviation was N564m,
but First Bank eventually
approved a loan of N643.
When asked to explain
how the difference came
about, Seyi  jefeso said
only the NCAA could
answer the question since
N564m was not in the
agency’s communication
with the bank .
FAAN also bought cars for
Oduah
The Senate Committee on
Aviation also exposed
that four of the 202
‘operational’ cars bought
by the Federal Airports
Authority of Nigeria for its
top officials are armoured
vehicles.
It added that two of the
armoured vehicles were
for the Minister of
Aviation, Ms Stella Oduah
and two for the Managing
Director of FAAN, Mr.
George Uriesi.
“FAAN did confirm that
among the operational
vehicles they purchased,
four of them are armoured
vehicles, two for the
Managing Director and
two for the minister ,” the
committee Chairman,
Senator Hope Uzodinma,
told journalists on the
sidelines of the
investigation into the
crises in the aviation
industry.

American Government Spies On Nigeria's SSS and Presidency

Indications emerged on
Saturday that the United
States has been spying
on some Nigeria’s
security agencies,
especially the State
Security Service, and
probably the Presidency.
“By many accounts,
the agency provides
more than half of the
intelligence nuggets
delivered to the
White House early
each morning in the
President’s Daily
Brief — a measure of
success for
American spies. One
document boasts
that listening in on
Nigerian State
Security Service had
provided items for
the briefing 'nearly
two dozen' times."
In a report published in
New York Times, Edward
Snowden, an American
computer specialist, who
worked for the US Central
Intelligence Agency and
as a contractor with the
US National Security
Agency, stated that
Nigeria’s SSS was one of
the security agencies
across the globe that the
N.S.A. had been listening
in on.
He said briefs on
information gleaned from
intercepting of telephone
conversations and
hacking of computers of
the SSS, other security
agencies in Nigeria and
other countries are
delivered to the office of
the President, Barrack
Obama every morning.
"In every international
crisis, American policy
makers look to the N.S.A.
for inside information,”
Snowden told New York
Times.
The leak of documents
that proved the NSA had
been eavesdropping on
the communications of
world leaders, including
US allies, had caused
diplomatic rows, with
Germany and some other
countries protesting.
Snowden also noted that
the NSA had obtained
thousands of classified
documents, containing
secrets of governments
around the world, pointing
to a possibility that it
might have obtained
secret documents of the
Federal Government of
Nigeria, or tapped
President Goodluck
Jonathan’s phone
conversations.
Snowden, who is on a
temporary political asylum
in Russia, started
releasing the NSA’s
documents in June and
the documents he has
released so far show that
the US has been spying
most countries in the
world.

Fashion designer and lover died after sex

A tailor simply identified as
Akeem, and his lover (name
unknown) have died after
they were involved in a s*x
romp at the former’s
residence at 12 Igan Road,
Ago–Iwoye area of Ogun
State while his wife and four
children were away.
The sad drama occurred on
Wednesday, October 16,
2013.
Akeem, 52, was said to
have invited his long time
concubine to his home after
his wife and four children
travelled to the village to

festival with their extended
family.

s*x from Tuesday evening
till Wednesday morning.
According to eye witnesses,
Akeem sneaked-in the lady
into his apartment very late
on Tuesday night, after
other tenants had gone to
bed. Unfortunately, alarm
was raised when the tenants
didn’t see him the next
morning. After several
knocks on his door, it was
forced open; shockingly, it
was his corpse that was
found on his matrimonial
bed.
Eyewitness account revealed
that it was obvious that he
had made love to his
girlfriend whose lifeless
body was also found lying
on a couch where she must
have crawled from the bed
before she breathed her
last.
Another tenant, Mr. Idowu
Odunsi, who expressed
shock at the demise of his
neighbour, testified that he
had seen Akeem and the
lady at Alubari Fashion
shop, the shop Akeem
managed with his wife up
until “Ileya day”. Odunsi
said he caught them in a
very romantic position and
was certain that Akeem
would spend the night with
the lady.
He said he was therefore
surprised the next morning,
when his randy neighbour
was found dead with semen
stains in his underwear. He
added that his father, who
Akeem had assisted in
slaughtering the ‘Ileya’ ram
a day before his demise
ordered them to break
Akeem’s door when they
couldn’t find him in his shop
and nobody had seen him in
the compound that morning.
When the DPO was
contacted, he said it was
true that Akeem and his
guest were found dead in
Akeem’s apartment and that
he suspected that their
death was caused by the
generator fumes and not
thunderbolt, as widely
believed by the people in the
area. He added that the
corpse would be taken to
the general hospital for
autopsy, to determine the
actual cause of their death.

Over 20 Killed At Night-Vigil In Uke, Anambra -

Rev Father Ejike Mbaka

Muonso' the founder of
Adoration Ministries, organised
a night vigil yesterday in
Anambra State. A political
party, which i won't disclose it
name for some reasons, came
that same night, in the name of
coming to get his blessings. If
you are familiar with Adoration
Ministry, u'll know how
multitudes, troop in for their
crusades and vigils. Yesterday
was not left out, so great a
number of people came for the
vigil. When it was now over, a
political party hijacked the
whole thing, using the
advantage of the number of
people that gathered, to
campaign. During this fracas,
people were now rushing
through the exit. There was a
stampede and many fell on it.
Later over 20 person
comprising of adults and
children that were victims of
this rush were picked from
several places in the crusade
ground. They were gathered
and prayed for, splinkling holy
water at them. Heard some
revived. Shortly after this, over
20 that were still motionless
after the whole prayer were
taken to the hospital, this
morning it was learnt that none
of them woke up. They were all
declared dead. This might have
been averted, if there was no
campaign at all yester-night.

UPDATE: Jonathan Begs Amaechi To Support Him For 2015

Jonathan's quest to
remain in office beyond
2015 is set to wear an
ethnic coloration and it
seems his main headache
is Governor Rotimi
Amaechi who is part of
the G-7 governors who
have already started
meeting with the APC
leadership on how to join
the leading opposition
party.

that President Jonathan is
now preaching peace with
Amaechi from all angles

Amaechi that he will no
longer allow anyone to
undermine his authority
as a governor.

and among some of the
comments were as.. "PDP

"group of corrupt
politicians", " the same
old crooks" and just so
many bad names you can
just think of.
Now i ask... Who are
suppose to be the APC
members? Is APC
suppose to be free of
corrupt politicians?? Or
may be they should have
manufactured their
members from heaven
abi? And i ask again...
Has there been any party
in the world that is free of
corrupt politicians? At
worst! Even if the party is
strictly the composition of
Pastors and Imams ..., do
you think it will be free of
bad elements amidst
them? Don't we have
corrupt clerics being
paraded on different
occasions as 419ners?
Now tell me.. What's your
point? APC should go and
import some human
beings from Jupiter abi?
Alright.. Listen to my
point: some of us choose
APC not because we want
to be partisan, but
because we did saw and
still seeing every need for
Nigeria to have a
formidable opposition
party. The party that can

contend with any seating
government, an opposition
that can keep whoever in

toes.. Checking their

them of their flaws to help

any democracy the end
result will be nothing far
from what PDP has been
basking on since 1999.
We are all witness to their
autocratic leadership,
corruption at all level,
looting with impunity.
Lawlessness at its
ugliest.. Just name it...
Another way to best
describe them is to say
"every illegal thing is
possible so far you are in
tune with the ogas @ the
top". No wonder "issue of
multiple website" by my
brother @ the Channel TV
became a popular quote
in many discourse today.
For good Nigerians
including Genshak Golak,
a strong opposition will
provide a viable option for
electorates to make their
choice, hence, there will
be nothing like "once i win
at the primaries i am
done" that's rubbish! Its
never the best for our
democracy. Opposition
will provide a sound and
fierce contest amidst
aspirants and that will
bring out the best in all of
them. Political rivalry is
meant to provide indepth
competition of leadership
skills, and that's when
competence and
credibility becomes a
yardstick.
Now permit me to
establish one fact as
follows;
People behave the way
the do largely because of
some environmental
factors surrounding them.
Just for instance, do you
blame a student for
cheating in Exams when
he is kept at home for
many months only to be
called few weeks to write
the same Exams with his
other counterparts in
private schools? I am not
in any attempt to justify
mal practice, but who is
to be blame? The
students? The teachers?
Or our decision makers
who took an oath to
provide to provide us with
basic needs? Who? I ask..
May be you all should
also know that the worst
devil we all know can
involuntarily adjust to
behave well not because
he or she is good in the
true sense of the word,
but because he or she
has gotten itself in a
system that works hence
any violation of law will
be met with a strong
penalty which prompt the
desperate attempt to
escapes the wrath of the
law. Likewise, the pious
gentleman can do worst if
kept under a lawless
society.
I can proof my claim with
lawless Nigerians that do
behave anyhow here
Nigeria only to turn out as
law abiding citizens in
some other countries.
That remind me of James
Ibori. Set free in Nigeria
and jail in the UK. Can
you see now? So most of
the corrupt politicians as
the case in APC will be
shock seriously... when
the chips are down. Trust
me!

reiterate again that its
necessary we agree that,
APC couldn't have
manufacture its members
from some sorts of planet,
but its the same
Nigerians, its we the
people. Both the good and
the bad. That will cause
the change.
What is most pertinent in
this PDP vs APC bruhaha
is that, a stronger than
ever opposition is on
ground to keep any sitting
government on its toes,
and to check its excesses.
Similarly, Opposition no
matter how bad will
definitely proof a point.
And not just that, it will
provide a viable options
for electorates to make a
choice.
Some of us choose APC
not because we want to
be partisan, but because
we want to break that jinx
called PDP dominance,
PDP monopoly of our
political landscape. And
to reclaimed the Nigeria

Armed Robbers Took Us to ATM & Forced Us to Withdraw Cash –– Victim Speaks

Julius Adegun had on
Saturday, September 21,
2013, boarded a
commercial bus from
Abule-Egba, on the
Lagos-Abeokuta
Expresssway, around
10.30pm. He was heading
to the Iyana-Ipaja area
but had no idea he had
boarded the bus with a
three-man gang of
robbers. The events that
unfolded later were to
confound him because it
was one he had never
heard of.
“One of the robbers,
who had posed as
the conductor all
along turned towards
us and asked, ‘ Hope
you all have your
ATM cards? ’ He
spoke in pidgin.
Nobody seemed to
be listening to him
because we did not
realise what was
happening at first.
“I had heard of
robbers waylaying
people after they had
used the ATM
before. I had even
heard of people
being ambushed
immediately they
were about to use
the ATM and forced
to withdraw certain
amount of money by
robbers. But I never
imagined I [and
others] would be a
victim of this kind of
robbery.”
He told Punch there were
already nine passengers
in the 14-seater bus apart
from the driver as at the
time he boarded.
The bus had moved about
10 minutes when it got to
a bank on the expressway
towards Iyana Ipaja and
the robbers promptly
swung into action, he
said.
‘Then he said to the
driver, ‘Alaye, enter that
bank.’ That was when I
started to connect the
dots in my head. We
started protesting, asking
why they would be
stopping in front of a
bank at that time of the
night.
“Clearly, the driver was a
part of the gang. One of
the robbers who had sat
quietly at the back of the
bus with one other
passenger shouted at us.
He said, ‘Shut up! Just
cooperate peacefully and
you will be on your way.
He pointed a locally made
pistol at us.”
Adegun said after the
robbers had told them to
bring out their ATM cards
or risk being shot, some
of them promptly did. But
two passengers – a
young man and a woman
– who said they had no
ATM card on them were
slapped many times as
they were being searched.
Eventually, five of them
had ATM cards on them
at the time.
“One of the robbers took
us in turn to the ATM and
asked us to put in our
PIN. They withdrew
everything that each of us
had in the account.
“I had N43,000 in my
account. They first
checked the account
balance and withdrew
N40,000. I was initially
praying that the ATM
would not work that day
but unfortunately it did .
“The other victims too
were robbed of almost all
they had in each of their
accounts. A young man
with us actually said he
was supposed to use the
N80,000 in his account to
buy tyres for his boss the
following morning. But
everything was withdrawn.
He was the one they
robbed of the highest
amount.”
He said they could not
raise the alarm because
the robber with the gun
threatened to shoot
anyone that attempted to
make any noise.

How I Blasted Obasanjo Inside His Office ––Atiku Talks Tough

Former Vice-President of
Nigeria, Alhaji Atiku
Abubakar, has revealed
that he “blasted” his boss,
President Olusegun
Obasanjo, over his bid to
run for a second term.
Atiku made the disclosure
during an interview with a
newspaper published in
Hausa.
“At first we started
arguing, and then he
(Obasanjo) opened
his drawer and
brought out a copy
of the Quran and
asked me to swear
that I will not be
disloyal to him.
There was nothing I
did not tell him in
that room. The first
thing I told him was
that I swore with the
Quran to defend the
Constitution of
Nigeria. Why are you
now giving me the
Quran to swear for
you again? What if I
swear for you and
you go against the
constitution?"
In the interview published
by an online publication
on Friday, Abubakar also
disclosed that he and
Obasanjo argued over his
failed third term bid. Atiku
said during one of their
arguments, Obasanjo gave
him a Quran to swear
loyalty to him.
He said, “Secondly, I
looked at him and told
him that if I don’t like you
or don’t support you,
would I have called 19
northern governors to
meet for three days in my
House in Kaduna only for
us to turn our back on
you?
“Thirdly, I asked him, what
are you even doing with
the Quran? Are you a
Muslim that you would
even administer an oath
on me with the Quran? I
was angry, and I really
blasted him. He asked me
to forgive him and he
returned the Quran back
to the drawer, and we
came out.”
Speaking further about the
controversial third term
bid, which could have
taken Obasanjo to a
record 12 years as the
country’s president, Atiku
said he vehemently told
Obasanjo to leave after
the completion of his
second term in office.
He said, “In fact we had
the same kind of
altercation when he was
gunning for third term, he
informed me that “I left
power twenty years ago, I
left Mubarak in office, I
left Mugabe in office, I left
Eyadema in office, I left
Umar Bongo, and even
Paul Biya and I came
back and they are still in
power; and I just did eight
years and you are asking
me to go; why?” And I
responded to him by
telling him that Nigeria is
not Libya, not Egypt, not
Cameroun, and not Togo;
I said you must leave;
even if it means both of
us lose out, but you
cannot stay.”
Atiku however denied that
Obasanjo went on his
knees to plead for his
support. He, however,
added that he (Obasanjo)
visited his residence to
plead for his support.
He said, “Honestly, he did
not kneel down for me.
But he did come to my
house and I refused to see
him. And he knocked my
door continuously and
asked me in the name of
God to come out, so I
came out, and we went
downstairs, and he asked
me to join him in his car
and I said, no, because of
security reasons, but he
insisted. So when we
entered his car, I never
knew that he had gone
round states pavilions and
asking for the support of
governors and delegates
and they refused to listen
to him because they have
not seen us together. So
that was why he came
and picked me up so that
we would go round
together. There is
something that many
people did not know
before, which I will tell
you now.
“We sat with party elders
and discussed the issue
of Presidency and there
was debate as to whether
the South will have eight
or four years? If the South

After lots of debates, it
was finally agreed that the

returns to the north, they
should also have it for

“However, governors
objected to this
arrangement. I was then
in a dilemma; is the
governors’ objection
genuine or just a political
gimmick. What if I
followed them to run
against the president and
they later on turn their
back on me and align with
the president? At the end
of the day, one would
neither be a vice president
or a president because
politics is a slippery
game.”
That was how Atiku ended
up supporting Obasanjo,
despite opposition from
some governors.

Twenty-five students and two
teachers of Ogba Junior
Grammar School in Ogba,
Lagos State, southwest Nigeria,
were yesterday evening rushed
to a hospital after they inhaled
emission from a toxic chemical.
It was gathered that the
unconscious students and
teachers were immediately
rushed to Blue Cross Hospital,
located opposite the shopping
mall for urgent medical
attention.
A medical doctor at the
hospital declined to comment
on the condition of the students
and teachers. Two of the
affected female students whose
condition was critical were
transferred in a Lagos State
Emergency Ambulance marked
LA 156 A08 to the Lagos State
University Teaching Hospital,
LASUTH, in Ikeja.
P.M.NEWS learnt that at about
12 noon, the students and
teachers were in the school
when they began to feel dizzy
and collapsed after inhaling the
emission from chemical spread
to their school premises by air.
Following the incident, some of
the teachers raised an alarm
which attracted some members
of the public, who immediately
called officials of the Lagos
State Emergency Management
Agency on their toll free lines.
One of the officials of LASEMA
told P.M.NEWS that the gas
emission was traced to
Bizcircuit Colour Laboratory,
located within the premises of
Ogba Shopping Mall just at the
back of the school. According
to the official, the chemical in
the lab may have expired.
Speaking on the incident, Femi
Giwa, Head of Logistics for
LASEMA said that it was not an
explosive as some members of
the public were saying, but an
emission, which was
immediately traced to the lab,
after carrying out an emergency
assessment of the entire place.
Security agents comprising the
police, NSCDC officials, and
LASEMA officials cordoned off
the entire area to prevent
people from gaining access to
the school and the shopping
mall.

More Revelations Come Out In Stella Oduah's Many Scandals

We are indeed in the
season of revelations in
Nigeria. More cans of
worms were thrown up on
Wednesday in Abuja at
the public hearing by the
House of Reps Committee
on Aviation investigating
the controversial and
"fraudulent" N255m
bulletproof cars purchased
for the Minister of
Aviation, Stella Oduah.
But the woman at the
centre of the scandal,
Stella Oduah, dared the
committee as she again
reneged on her promise to
honour an invitation
earlier extended to her.
Fresh revelations on the
"messy" deal...
But even with the absence
of Stella Oduah, the
committee, the Nigerioa
Customs Service,
Coscharis Motors and
First Bank Nigeria Plc
made fresh revelations on
the controversial cars.
Among the fresh
revelations made public at
the hearing was the
difference in the chassis
numbers of the cars
inspected by the
committee members and
those in the transaction
documents between NCAA
and Coscharis.
Another is how the Federal
Ministry of Finance and
the National Security
Adviser were made to
believe that the two
vehicles were for the 18th
National Sports Festival
(Eko Games 2012) hosted
by Lagos State.
The Customs Service was
the first to expose the fact
that no duty was paid on
the cars because
Coscharis and its agents
obtained a duty exemption
certificate from the
Federal Ministry of
Finance.
According to the Customs,
Nigeria government lost
N10.1m due to the
waiver, which covered 300
vehicles, including the two
controversial bulletproof
cars.
The Deputy Comptroller-
General (Modernisation
and Economic Relations),
Mr. Manasa Jatau, who
testified before the panel,
disclosed that Ministry of
Finance granted the
waiver after Coscharis
wrote that it wanted to
import 300 assorted
vehicles for the EKO
Games.
He added that they
claimed that the “end
beneficiary” of the cars,
including the two
bulletproof vehicles was
the Lagos State
Government.
He hinted that the waiver
was later used as a cover
to import the bulletproof
cars to evade the payment
of import duty. He
revealed that there was
also a third bulletproof
car imported by
Coscharis .
The Customs chief who
did not name the owner of
the third bulletproof car,
added that the office of
the NSA issued a security
clearance for the two
bought for Oduah.
Asked whether a waiver
granted for a specific
purpose could be
transferred to a different
user, the Customs man
replied: “To the best of my
knowledge, end-user
certificate is not
transferable .”
The DCG said, “N10.1m
was the duty payable on
the 300 vehicles; but no
duty was paid because
there was an import
exemption certificate
issued by the Federal
Ministry of Finance. The
waiver was for a period of
one year. The waiver
showed there were 300
vehicles for the sports
festival, hosted from
November to December,
2012.
“Only three of the vehicles
were bulletproof and the
NSA gave security
certificate for their
clearance.”
Coscharis Motors was
represented at the hearing
by its Chairman, Mr.
Cosmos Maduka, and the
Managing Director, Mr.
Josiah Samuel.
The company admitted
that it got a waiver to
import vehicles for the
games, saying “it is the
usual practice for
government to approach
us to supply vehicles for
major events.”
However, efforts by the
committee to establish
how the waiver was used
to cover the bulletproof
cars, did not yield results.
Mr. Josiah Samuel parried
questions and chose
rather to advertise BMW
cars to members at the
hearing.
Coscharis accused of
connivance
The committee accused
the company of conniving
with NCAA to inflate the
cost of the cars. But
Coscharis denied the
accusation.
On the price of the cars,
Samuel claimed that the
BMWs are “7 Series B7”
security cars, which were
costlier than their
equivalent quoted by
“independent amourers
on the Internet.
He argued that the cars in
question had factory-fitted
armour, as against buying
a plain car before taking
it to an independent firm
to rebuild.
The Managing Director
stated that the factory
price for the grade of
BMW cars it supplied the
NCAA was €418,000,
excluding other charges.
On how the company gets
and utilises duty waivers,
Mr Samuel said most
times, the waivers would
come too close to the
date of the event they
were meant to cover.
“So, what we do is that
we sign a Memorandum
of Understanding with
government to release the
vehicles we have in our
showroom. We then use
the waiver to replace the
vehicles we have
supplied”, he added.
But, his response angered
a member of the
Committee, who accused
Coscharis of committing
“fraud.”
Hon. Manwe said a
quotation he received
from an American firm
showed that the same car
sold for N42m. He said,
“We are not fools; you
have been taking us for a
ride. You imported the
cars without paying duty,
why are you selling one
for over N127m? Are your
own bulletproof cars
manufactured in the
moon .
“You got a waiver to
import cars for the
National Sports Festival,
but you used it to import
bulletproof cars for the
NCAA. You have been
lying to us. You ripped off
the people of Nigeria
through the NCAA. That is
the summary of what is
before us here, so what
are you saying?”
But, Maduka protested,
saying his company did a
legitimate transaction. He
claimed that the whole
scandal was “politically-
motivated” for reasons he
could not explain. Maduka
added, “We followed all
the processes required.
We sold vehicles to the
NCAA and First Bank
financed it.
“We were interviewed by
the SSS (State Security
Service), the NSA; we
didn’t do any wrong.”
• More drama
More drama played out
when the Aviation
Committee’s Sub-
Committee on Inspection,
revealed to Nigerians that
the armoured cars
Coscharis supplied were
different from the ones
quoted in its letter to the
NSA.
The committee had visited
the Nnamdi Azikiwe
Airport on Tuesday to
inspect the cars. However,
members discovered that
the chassis numbers were
different from the ones
quoted in the transaction
documents .
Leader of the inspection
team, Mr. Ahmed
Chanchangi, said, “We
sighted the cars at the
airport yesterday
(Tuesday). The chassis
numbers do not
correspond with what you
said you supplied. It looks
like Nigeria was
shortchanged here again ”,
he stated.
Our role –First Bank
First Bank which was the
financier of the
transaction, confirmed
that it entered into a loan
agreement, “not lease
agreement” with the
NCAA.
The head of the bank’s
Lagos Mainland branch,
which handled the
transaction, Mr. Seyi
Ojefeso, recalled how the
NCAA approached the
bank for a loan to
purchase vehicles for its
management staff.
Ojefeso claimed that it
was possible that the
NCAA “got it mixed up”
when it described it as a
lease agreement.
He explained that the
NCAA applied for a total
loan package of N643m
to finance the purchase of
54 vehicles.
For the bulletproof cars,
he said there was a
Coscharis proforma
invoice attached to the
application in the value of
N255m.
He added, “We offered an
auto loan to the NCAA in
May to purchase cars for
its management staff.
“The application was for
N643m; we financed the
purchase of the cars
based on the application
they submitted to us.”
The committee observed
that the original request of
the NCAA to the Minister
of Aviation was N564m,
but First Bank eventually
approved a loan of N643.
When asked to explain
how the difference came
about, Seyi  jefeso said
only the NCAA could
answer the question since
N564m was not in the
agency’s communication
with the bank .
FAAN also bought cars for
Oduah
The Senate Committee on
Aviation also exposed
that four of the 202
‘operational’ cars bought
by the Federal Airports
Authority of Nigeria for its
top officials are armoured
vehicles.
It added that two of the
armoured vehicles were
for the Minister of
Aviation, Ms Stella Oduah
and two for the Managing
Director of FAAN, Mr.
George Uriesi.
“FAAN did confirm that
among the operational
vehicles they purchased,
four of them are armoured
vehicles, two for the
Managing Director and
two for the minister ,” the
committee Chairman,
Senator Hope Uzodinma,
told journalists on the
sidelines of the
investigation into the
crises in the aviation
industry.

N255m SCANDAL: This Is My Story ––By Stella Oduah

The embattled
Aviation Minister, Stella
Oduah appeared before
the House of Reps
Committee investigating
all the issues relating to
the N255m cars scandal.
Below is her defence:
1.1 Let me first and
foremost apologise for my
inability to honour your
invitation to appear before
you on the last day the
public hearing held. My
non appearance was not
borne out of disrespect to
this Honourable House.
Let me also thank the
Honourable Committee for
rescheduling my
appearance to today.
1.2 The invitation to
appear before this
Honourable Committee
was brought to my
attention while I was on
national assignment far
away in the State of Israel
to conclude negotiations
and sign a Bilateral Air
Service Agreement
(BASA) on behalf of our
dear country (but she
never signed the
agreement).
I received the invitation
with gratitude to God
because of the promise of
the opportunity it would
afford me for Nigerians,
and indeed the whole
world, to hear my own
side of the story.
1.3 In her 12-page
presentation, Princess
Oduah said, “In the last
few weeks, I have
received all sorts of
bashings in the media. So
many persons have also
risen to my defense. My
traducers have abused
me, some of them out of
a genuine sense of
outrage that I allegedly
spent the sum of USD1.6
Million of government
funds to purchase for
myself 2 nos bullet proof
BMW Cars for my
personal use while
millions of Nigerians are
unable to afford three
square meals daily.
“You may recall that there
have been attempts to
clarify issues pertaining to
this particular
procurement. You will
also recall that in the
process some of the
issues were further
muddled up.
I mention in this regard
the first attempt at
clarifying the issue by the
Coordinating
Spokesperson for the
Parastatals who, without
recourse to the Minister or
the Principal Officers of
the Ministry and its
Agencies described the
information as a mere
rumour.
“This was followed by the
statement of my S.A
Media who was himself
guided by his own
perception of the duties
and challenges of the
office of the Minister and
possibly, even the danger
to the person and office of
the Minister.
This is made evident by
the fact that his statement
focused on the personal
security of the Minister
without recourse to the
procurement process and
policy file to which he did
not have access; hence a
statement that the
procurement was for the
“safety and security of the
Honourable Minister
whom he said was facing
some imminent threats to
her life on account of the
reforms in the sector”.
“The last official
intervention in this matter
came from the Director
General of NCAA, the
agency charged with the
oversight of the aviation
sector and the agency
that actually undertook
the procurement.
Whereas the DG was right
in saying that the vehicles
were not bought for the
Minister, the anticipated
positive effect of this
correct piece of
information was marred
by remarks credited to the
DG suggesting that the
agency was more
concerned about issues of
administration and
information security that
had no bearing on this
issue. In this regard, we
must bear in mind that the
DG was very likely guided
by the provisions of the
Official Secret Act but
which I make bold to state
before you must not take
precedent over the
Freedom of Information
Act or the powers of the
National Assembly under
Sections 88 and 89 of the
Constitution.
Let me therefore state
finally concerning the
above and for the records
that there was no attempt
at anytime to either
deliberately mislead the
public or conceal any
information regarding this
transaction; and also to
formally apologise for
whatever tension or
perception of same as a
result of the foregoing. On
that note therefore, I stand
before you as the Minister
of Aviation, a citizen of
Nigeria and one of your
constituents and affirm
the foregoing
clarifications.
“The second category of
my traducers are the
entrenched interests in the
aviation sector who, for
over 38 years have held
the sector by the jugular
and refused to allow any
meaningful development
and change take place.
For the over 38 years that
our airports were a
damning commentary on
our status as part of the
civilized world; or when
our airspace existed
without the requisite
navigational equipments
and facilities to make the
airspace safe; these
category of persons saw
no evil and heard no evil
while they happily clapped
their ways to the banks!
This group has carried on
with bitter venom, ..
throwing decency and
honour overboard, lying
and misleading the
Nigerian populace even
when they knew the truth
because my team and I
changed the game in
favour of Nigeria attaining
her pride of place in the
comity of nations.
“It is for the first category,
the Nigerian people who
have acted out of a
genuine sense of
patriotism, that I seize
this opportunity with both
hands to let the world
know the truth
surrounding this matter.
For the second category,
that is the entrenched,
corrupt and profligate
individuals and entities
who have caused the
serious rot in the aviation
sector, I owe no
apologies; all I owe them
is to further inform them
that the current generation
has seen through them
and are no longer willing
to tolerate their antics.
“Honourable Chairman,
my initial enthusiasm was
almost doused when I
became aware of what
transpired when the
Permanent Secretary of
the Federal Ministry of
Aviation appeared before
this Honourable
Committee as my
representative, with a
letter conveying my
regards and requesting to
present the position of the
Federal Ministry of
Aviation. I have it on good
authority that after his
appeal and the
presentation of my letter,
he was, in the words of
some newspaper
headlines, “walked out of
the House”
“I do not know why the
Honourable Committee
acted in the manner it did,
knowing that the
Permanent Secretary is a
bona fide Nigerian citizen
and therefore entitled to
observe the proceedings
of his representatives
assembled in parliament
like any other citizen,
more so when the matters
being discussed at a
“public hearing” are of
interest to him. I
wondered why this
Honourable Committee did
what it did: Was there an
agenda to harass, cow
and intimidate me and
ensure that I am unable to
state my own side of the
story fearlessly? I
wondered whether some
persons were afraid of the
truth being told as it is. ” -
“I believe that the
Honourable House
harbours no such agenda.
I believe that it was one
of those moments when,
the false accusations and
my trial in the media, had
affected the sense of
outrage of the Honourable
members as citizens of
our great nation.. Fortified
in this knowledge of the
fairness of this
Committee, I prepared my
presentation knowing that
the Honourable Committee
will continue to treat me
fairly and afford me the
opportunity to present it
to the Nigerir people
without let or hindrance.
My humble appeal is that
the Honourable Committee
will discountenance the
blatant falsehoods that
have been peddled
against me in the media
and patiently hear my side
of the story.
The Allegations Against
Me
“Honourable Chairman, as
you are all aware, what
necessitated this public
hearing were the events
that followed a false and
malicious online publica—
tion that I compelled the
NCAA to purchase for me
2 nos BMW bullet proof
cars at the cost of
USD1.6 Million. Let me
state emphatically from
the onset that the
allegation against me
concerning the purchase
of 2 nos bulletproof cars
for me by the Nigerian
Civil Aviation Authority
(NCAA) is false in its
entirety.
“Your Honours, ladies and
gentlemen, our nation is
at a cross road in its
history. The
transformation agenda of
Mr. President has
changed our ways of
doing things significantly.
Mr. President recognized
the infrastructural deficit
in our nation and has
taken very bold steps to
address this and in order
to bequeath to the next
generation a nation that
can compete favourably
in the comity of nations
and imbue our next
generation with pride and
patriotism.
“The massive investment
and the aggressive
prosecution of this
agenda in this regard
have seen the aviation
sector being transformed.
Today, 22 Airports owned
by the Federal
Government are at various
stages of becoming
decent and world class
terminals. Nigeria’s
airspace has become one
of the safest in the world
with the deployment of
modern navigational
equipments and
infrastructures. The
oversight capacity of the
whole sector
has been strengthened
with the relevant
regulations in place and
the training and retraining
of personnel. Our National
Aviation Policy has been
reviewed to chart the path
to a safer and secure
aviation sector. The plan
to make Nigeria have a
national carrier is at an
advanced stage of
implementation. The
pursuit of an aviation
sector that is self
sustaining is being
pursued with all
aggression and vigour.
“All the efforts to L ing
change to the aviation
sector have been resisted
with vigour by the
entrenched interests that
have been ripping off the
nation. We have had to
put our foot down in the
national interest and
stopped the rape of our
national patrimony. We
have had to confront
frontally very powerful
forces that have held the
sector hostage. My team
and I are not people who
will see things going very
wrong, fold our arms and
complain and not lift a
finger to do anything. We
dared to act, convinced
that it was in the national
interest to do so.
“We are not at our
destination yet, but
Nigerians who are
witnesses to the rot of
yesteryears are now proud
of their nation seeing
what is going on in the
aviation sector. What we
are doing in the sector,
together with the effort in
other equally important
sectors, have given hope
to the mass of our people
that we can do
something, apart from
complaining, about the
decay in our national
life. ;
“In doing what we have
done, the purveyors of the
rot and corruption that
have characterized the
sector have at no time
folded their arms. They
have fought back every
inch of the way. The
latest false and wicked
allegation of purchase of
2 nos bulletproof cars for
me by the NCAA is
another of the fabrications
in their arsenal of lies to
discredit my team and
make our reformation of
the sector lack credibility
in the hope that that will
clear the coast for them to
return to their wicked old
ways. But we have only
one message for this
group: The Nigerian
people now know better
and will no longer tolerate
them!
“ Matters Arising from the
Lease Financing
Arrangement for
Operational Vehicles by
the NCAA
Did the NCAA Spend
Monies Not Approved by
the Appropriation Act,
2013?
Honourable Chairman, the
NCAA, as a result of the
daily interaction with the
law in its regulatory and
enforcement roles, is at all
times and in all matters
conscious of its
obligations of complying
with the law and all extant
rules and regulations of
the Government. The
NCAA is therefore
conscious of its
obligations relating in
particular to appropriation
and will never spend
monies that have not
been appropriated by the
National Assembly.
“It is in this regard,
therefore, that the NCAA,
within the framework of
the Medium Term
Expenditure Framework
(MTEF) approved by the
National Assembly as a
planning tool, planned its
budget with regard to
acquisition of operational
and other security and
safety vehicles for the
next three years in a
manner compliant with
Section 80 (4) of the
Constitution of the Federal
Republic of Nigeria, 1999
(as Amended), that
prohibits the spending of
monies from any fund of
the Federation except as
appropriated by the
National Assembly.
“The media has been
awash with the purported
spending of monies by the
NCAA to the tune of
USD1.6 million, N255
million and other figures
on the purchase of
vehicles by the NCAA.
Honourable Chairman, IT
IS NOT TRUE THAT THE
NCAA HAS SPENT SUCH
AMOUNT OF MONEY ON
PURCHASE OF VEHICLES,
It is also NOT TRUE THAT
THE NCAA HAS
PURCHASED 2
BULLETPROOF BMW
VEHICLES FOR THE
HONOURABLE MINISTER
OF AVIATION.
“Honourable members, as
pointed out above, what
the NCAA has done, is to
plan for the acquisition of
vehicles for the next three
years within the MTEF
through a LEASE
FINANCING
ARRANGEMENT with First
Bank of Nigeria, Pic.
Under this arrangement,
NCAA’s obligation to First
Bank of Nigeria, Pic is
N23 million monthly which
will be liquidated in 3
years (36 months). By the
end of the year 2013, the
total amount the NCAA
would have spent on the
acquisition of these
vehicles will be N116
Million only. This is below
the amount of N240
million appropriated by
the NASS for the purchase
of vehicles by NCAA in
the 2013 Appropriation
Act. What the NCAA has
done within the framework
of the MTEF and its desire
to be prudent, is to plan
its budget in a manner
that the cash flow of the
Authority
is a1″1′ to accommodate
spending effortlessly. The
relevant portion of the
Approved budget is
annexed as Annexure
FMA “1″.
Justification for the Lease
Financing of the 2 Nos
BMW Cars
“Honourable Chairman,
the NCAA owes its very
existence to the
benevolence and wisdom
of the National Assembly
expressed through the
making of the Nigerian
Civil Aviation Act, 2006.
As the regulator of the
entire aviation industry,
the NCAA, pursuant to
powers granted under the
Civil Aviation Act, 2006
makes and enforces
Regulations towards
ensuring safety and
security of Nigeria’s
airspace. The NCAA in
addition, plays a pivotal
role in carrying out
Nigeria’s international
obligations and
responsibilities.
“NCAA has done this with
distinction over the years
ensuring that Nigeria
currently has attained the
coveted Category One
certification of the U.S
FAA; Nigeria is currently a
member of the ICAO
Council with the strong
probability that a Nigerian
may emerge the President
of the ICAO Council in a
matter of days, hopefully
by the end of the month
of November, 2013 and on
the 6th of December,
2013, both the outgoing
President and incoming
President of ICAO will be
in Nigeria. The aggregate
of the various victories of
Nigeria in the international
arena, including the re-
election of Nigeria as a
non-permanent member
of the UN Security
Council, is that Nigeria is
increasingly readdressing
the negative perceptions
about our nation.
“The inadequacy and
unreliability of NCAA
existing operational
vehicles due to old age
and depreciation
necessitated the
acquisition of the new
ones. Furthermore, with
the appointment of a new
Director General,
Directors, General
Managers and other
Management Staff there
was the need for
additional operational and
service vehicles.
Moreover, the fact that
NCAA, as the regulator of
the industry, often plays
host to dignitaries from
ICAO, IATA, US FAA,
AFRAA, AFCAC, BAG,
CANSO, ACI and a host of
others made it imperative
to have various
specifications of
operational vehicles
including the purchase of
the 2 nos security/safety
vehicles. Certification is a
continuous exercise in
aviation and surveillance
is a part of the daily
operations of the NCAA.
“As pointed out above,
Nigeria is an important
player in ICAO circles and
Nigeria’s emergence as a
member of the General
Council has increased the
expectations in
international aviation.
Most importantly, the
expected emergence of a
Nigerian as the President
of the General Council of
ICAO will make Nigeria
one of the most
significant destinations for
actors in the international
aviation sector. This will
place additional burdens
on us as a nation.
“It is all these factors that
the NCAA considered in
planning for the
acquisition of the different
specifications of vehicles
through a Lease
Financing Arrangement.
The security challenges in
Nigeria today are known
to all and the efforts and
concern of government at
all levels towards tackling
this have been very
glaring. However, while
government is tackling the
matter, the impact of an
attack leading to the
death, kidnapping or other
injuries to international
aviation actors in
international circles will
simply be disastrous. In
addition, matters of
insecurity do not wait until
you have the resources to
fight them before they
occur. It requires
proactive interface and
preventive measures.
“The NCAA considered
that it will not be in the
interest of our nation if
the security issues above
were to occur and so
ought to be avoided at all
cost. The NCAA acted
with the highest patriotic
consideration within the
ambit of the Law and the
Constitution.
Did NCAA Purchase 2 Nos
Bulletproof Vehicles for
Me as the Honourable
Minister of Aviation?
“Honourable members,
another falsehood in the
public domain relating to
this Lease Financing
Arrangement is that the
NCAA purchased two
bulletproof vehicles for me
as the Honourable
Minister of Aviation. This
is TOTALLY FALSE. The 2
nos security/safety BMW
vehicles which the NCAA
acquired are for security
and safety as
appropriated by the NASS
in the 2013 budget in Item
6. The title documents
which are in the names of
NCAA/FIRST BANK PLC,
as well as spare keys of
all the vehicles purchased
under the lease financing
arrangement are currently
with First Bank of Nigeria,
Pic as is the case with
such arrangements and
best practice.
“Honourable Chairman, in
addressing the issue of
authorization by the NASS
as contained in Item 6 of
the budget, we invite your
honours to consider the
narration. In the narration,
your honours will observe
that the 2 nos security/
safety vehicles are
provided for distinctively.
They are separate from
the other vehicles listed.
The legislative process,
including the process of
appropriation, involves a
lot of explanations by the
beneficiaries of legislative
powers in that regard, but
when the explanations
eventually find merit and
is passed, all that
happened preceding the
passage of the Law
cannot be the basis of
any meaningful
discussion.
“There was nothing in the
approved documents
reflecting my name, when
the budget was being
made. At no time did I
ever request for any
vehicle from the NCAA. It
was the agency that had
the need and made the
request to the Federal
Ministry of Aviation. After
the purchase on a 3 year
Lease Financing
arrangement, the vehicles
were never delivered to
me. The vehicles were
also not registered in my
name but that of the
agency.
“Your Honours, I draw
attention to this fact
because of the erroneous
belief in some quarters
that, because in the
course of the NCAA
defending its budget
proposal for 2013, it had
to return to the NASS a
few times to explain their
proposal, therefore the
purchase was never
appropriated. That is false
as the budget is before
the Nigerian people and
as pointed out, 2 nos
security/safety vehicles
were appropriated by the
NASS.
“Honourable Chairman, on
the procurement
procedure for the lease
arrangement for the
acquisition of the
vehicles, let me reiterate
that the NCAA followed
the due process required
by law. As we gather here
today, there exist no
guidelines issued by the
Bureau for Public
Procurement (BPP) on
lease financing
arrangements. Despite
this lacuna occasioned by
the absence of such a
guideline, the NCAA
followed the due process
by involving all the Banks
in Nigeria. The Federal
Ministry of Aviation under
my watch has always
been mindful of the need
to ensure that we act in a
prudent manner and
within the ambit of the law
and this can be testified
to by the tremendous
transformation that has
occurred in the sector in
the last 2 years.
Specifically, I wish to
draw the attention of the
Honourable Committee
to the procedure adopted
by the NCAA in procuring
the operational
vehicles: *On the 15tl] of
April, 2013 an official
letter was written by the
NCAA requesting for
approval to procure
operational vehicles
through Lease Financing.
The NCAA’s letter is
annexed herein as
Anncxure FMA
*On the 25th of April,
2013 approval was
conveyed to NCAA for
the acquisition of
operational vehicles
through Lease Financing,
The letter annexed is
Annexure FMA “3″.
*On the strength of the
above letter of approval,
the NCAA got the list of
all Banks in Nigeria on
7th May, 2013 and
circulated a Request for
Expression of Interest on
the financing of the lease.
The letters to all the
Banks requesting for
Expression of Interest
(EOI) are annexed as
Annexures FMA “4 – 22″.
*On 24th May, 2013 the
Request for Expression of
Interest (EOI) was publicly
opened. Three Banks
submitted proposals.
*The Evaluation of the
Expression of Interests
was held on 31^ May,
2013 during which First
Bank Pic, Union Bank Pic
and Stanbic IBTC
responded.
*On the 10th June, 2013
the above three banks
were invited to submit
Financial Proposals.
Thereafter, First Bank of
Nigeria, Pic emerged the
highest rated responsive
bidder.
*Between 20th and 25th
June, 2013 NCAA received
invoices from various
accredited motor vehicle
dealers during which only
Coscharis Motors Limited
quoted for BMW
Bulletproof Vehicles.
Copies of the invoices are
attached as Annexure
FMA “23 – 42″. ;
*On 28th June, 2013
NCAA Parastatal Tenders
Board approved the
selection of First Bank of
Nigeria, Pic for the Lease
Financing as well as
Metropolitan Motor
Vehicles and Coscharis
for the supply of the
vehicles. This approval
was predicated on the due
process documentations
done by the NCAA.
*On 1st July, 2013 the
NCAA sought the approval
based on the invoices and
the final negotiations with
the financing Banks.
*Based on the outcome of
the negotiations as
contained in the invoices
from the Banks, on 5th
July, 2013 the approval of
the Federal Ministry of
Aviation was conveyed to
NCAA. The letters dated
5th July, 2013 is annexed
as Annexure FMA “43″.
*I am aware that between
8th July, 2013 to 12th
August, 2013 various
meetings were held with
First Bank of Nigeria, Pic
and necessary
documentations were
carried out A copy of the
Letter of Offer of Credit
Facility containing the
terms of the relationship
dated 30th July, 2013 is
attached as Annexure
FMA “44″.
*On 13th August, 2013
the suppliers of the
vehicles were contacted
at the instance of First
Bank of Nigeria, Pic.
The Honourable
Committee may wish to
confirm that the NCAA
sent out Expression of
Interest (EOIs) to the
following banks (22
banks):
Conclusion
Honourable Chairman and
members, we have made
all of these explanations
because we believe that
the essence of this
hearing is to confirm
whether we acted
responsibly and in the
best interest of our nation
and within the framework
of the Constitution and the
Law. We believe that all of
this is meant to make our
nation and her citizens
have the best value for
whatever money is
appropriated and spent. It
is in this belief and our
duty under the Law and
the Constitution that we
have placed all materials
involved in this
transaction before you in
order that you may be
able to arrive at a fair and
just determination in the
larger interest of our
people.
“We reiterate that NCAA
has not spent any money
not appropriated by the
National Assembly.
Indeed what they have
spent so far on ALL the
vehicles acquired through
the Lease Financing
Arrangement with First
Bank of Nigeria Pic is
N52,000,000.00 (Fifty Two
Million Naira only). By so
doing, they have saved
the nation cost and the
possible embarrassment
that may arise if the
events we have pointed
out earlier were to occur.
“We further reiterate that
the NCAA DID NOT
purchase 2 nos bullet
proof vehicles for me as
the Honourable Minister of
Aviation. We reiterate that
the NCAA purchased 2
nos security vehicles for
the operations of the
NCAA in line with monies
approved for the NCAA
under the Appropriated
Act passed by the
National Assembly."

NTDC Boss Mrs Sally Mbanefo In N270m Scandal; Barred From Travelling, Car Seized

It seems Naija women
with light skin really love
money, big money...
Barely 6 months after
assuming office as the
Director General of
Nigerian Tourism
Development Corporation
(NTDC), Mrs Sally
Uwechue-Mbanefo is
swimming in the murky
waters of corruption.
Along with some top
officials of the agency,
Sally is being investigated
for an alleged N270m
fraud. And this time, the
case has reached such an
extent that anti-corruption
agency, the EFCC has
invited and questioned all
parties involved.
Insiders revealed "the new
D.G and her agents are so
embroiled in the matter
that, they were only
allowed to leave the office
of the EFCC based on
administrative bail".
A travel ban slammed on
'them' as investigations
continues. The 'official'
car of one of the accused
identified as 'the C.S.O'
was reportedly impounded
till circumstances
surrounding its acquisition
are cleared.
The case against Mrs
Mbanefo and others
centres on illegal
manouevering in
'allocating budgets',
approving expenditures'.
An insider is said to have
discovered the anomaly
and petitioned the EFCC
with supporting
evidences. Six top staffers
of the NTDC - including
the D.G and the 'C.S.O' -
are involved in the
ongoing case.
Mbanefo, a former banker
and top staffer of Lafarge
Cement Wapco Nig Plc
assumed her present post
in May 2013.

FEAR OF APC: Jonathan In Secret Meeting With Amaechi

Obviously, while President
Goodluck Jonathan was
praying at different
locations in Israel, he was
still keeping a tab on
happenings back home in
Nigeria. One of the issues
rattling the President at
the moment is the event
in Sokoto on Wednesday
where APC leaders met
with G-7 governors.
A source who is privy to
meeting in Port Harcourt
told Obascotecthat
Jonathan told Amaechi to
give a fellow brother his
support and reminded him
that they are one. But on
his part, Amaechi said
Jonathan's men have
humiliated him terribly
and as such he longer
sees them as brothers...
The meeting which started
in a private room,
continued in the air as
Jonathan pleaded with
Amaechi to board his
official chopper with him.
Bayelsa State governor,
Seriake Dickson, who was
openly against Amaechi
as NGF chairman and
working with Jonah Jang,
was also at the secret
meeting.
I hear that Dickson also
told Amaechi that before
the creation of Bayelsa
State they were all one
from Rivers State. He also
pleaded with Amaechi to
drop his grievances
against Jonathan and
forget the past.
A source told
oba scotec that
Jonathan specifically told
Amaechi that even if both
of them are fighting it
should not be taken too
far, to make Amaechi
support outsiders against
him. He assured Amaechi
that many things will
change in the next few
months.
Funny enough, Amaechi
did not make any
commitment as he was
said to have told the
President that the issue
have gone too far for him
to just take any personal
decision. But Jonathan
said he believe Amaechi
is a good and gentle man
who will not abandon
"your brother".

More Revelations Come Out In Stella Oduah's Many Scandals

We are indeed in the
season of revelations in
Nigeria. More cans of
worms were thrown up on
Wednesday in Abuja at
the public hearing by the
House of Reps Committee
on Aviation investigating
the controversial and
"fraudulent" N255m
bulletproof cars purchased
for the Minister of
Aviation, Stella Oduah.
But the woman at the
centre of the scandal,
Stella Oduah, dared the
committee as she again
reneged on her promise to
honour an invitation
earlier extended to her.
Fresh revelations on the
"messy" deal...
But even with the absence
of Stella Oduah, the
committee, the Nigerioa
Customs Service,
Coscharis Motors and
First Bank Nigeria Plc
made fresh revelations on
the controversial cars.
Among the fresh
revelations made public at
the hearing was the
difference in the chassis
numbers of the cars
inspected by the
committee members and
those in the transaction
documents between NCAA
and Coscharis.
Another is how the Federal
Ministry of Finance and
the National Security
Adviser were made to
believe that the two
vehicles were for the 18th
National Sports Festival
(Eko Games 2012) hosted
by Lagos State.
The Customs Service was
the first to expose the fact
that no duty was paid on
the cars because
Coscharis and its agents
obtained a duty exemption
certificate from the
Federal Ministry of
Finance.
According to the Customs,
Nigeria government lost
N10.1m due to the
waiver, which covered 300
vehicles, including the two
controversial bulletproof
cars.
The Deputy Comptroller-
General (Modernisation
and Economic Relations),
Mr. Manasa Jatau, who
testified before the panel,
disclosed that Ministry of
Finance granted the
waiver after Coscharis
wrote that it wanted to
import 300 assorted
vehicles for the EKO
Games.
He added that they
claimed that the “end
beneficiary” of the cars,
including the two
bulletproof vehicles was
the Lagos State
Government.
He hinted that the waiver
was later used as a cover
to import the bulletproof
cars to evade the payment
of import duty. He
revealed that there was
also a third bulletproof
car imported by
Coscharis .
The Customs chief who
did not name the owner of
the third bulletproof car,
added that the office of
the NSA issued a security
clearance for the two
bought for Oduah.
Asked whether a waiver
granted for a specific
purpose could be
transferred to a different
user, the Customs man
replied: “To the best of my
knowledge, end-user
certificate is not
transferable .”
The DCG said, “N10.1m
was the duty payable on
the 300 vehicles; but no
duty was paid because
there was an import
exemption certificate
issued by the Federal
Ministry of Finance. The
waiver was for a period of
one year. The waiver
showed there were 300
vehicles for the sports
festival, hosted from
November to December,
2012.
“Only three of the vehicles
were bulletproof and the
NSA gave security
certificate for their
clearance.”
Coscharis Motors was
represented at the hearing
by its Chairman, Mr.
Cosmos Maduka, and the
Managing Director, Mr.
Josiah Samuel.
The company admitted
that it got a waiver to
import vehicles for the
games, saying “it is the
usual practice for
government to approach
us to supply vehicles for
major events.”
However, efforts by the
committee to establish
how the waiver was used
to cover the bulletproof
cars, did not yield results.
Mr. Josiah Samuel parried
questions and chose
rather to advertise BMW
cars to members at the
hearing.
Coscharis accused of
connivance
The committee accused
the company of conniving
with NCAA to inflate the
cost of the cars. But
Coscharis denied the
accusation.
On the price of the cars,
Samuel claimed that the
BMWs are “7 Series B7”
security cars, which were
costlier than their
equivalent quoted by
“independent amourers”
on the Internet.
He argued that the cars in
question had factory-fitted
armour, as against buying
a plain car before taking
it to an independent firm
to rebuild.
The Managing Director
stated that the factory
price for the grade of
BMW cars it supplied the
NCAA was €418,000,
excluding other charges.
On how the company gets
and utilises duty waivers,
Mr Samuel said most
times, the waivers would
come too close to the
date of the event they
were meant to cover.
“So, what we do is that
we sign a Memorandum
of Understanding with
government to release the
vehicles we have in our
showroom. We then use
the waiver to replace the
vehicles we have
supplied”, he added.
But, his response angered
a member of the
Committee, who accused
Coscharis of committing
“fraud.”
Hon. Manwe said a
quotation he received
from an American firm
showed that the same car
sold for N42m. He said,
“We are not fools; you
have been taking us for a
ride. You imported the
cars without paying duty,
why are you selling one
for over N127m? Are your
own bulletproof cars
manufactured in the
moon .
“You got a waiver to
import cars for the
National Sports Festival,
but you used it to import
bulletproof cars for the
NCAA. You have been
lying to us. You ripped off
the people of Nigeria
through the NCAA. That is
the summary of what is
before us here, so what
are you saying?”
But, Maduka protested,
saying his company did a
legitimate transaction. He
claimed that the whole
scandal was “politically-
motivated” for reasons he
could not explain. Maduka
added, “We followed all
the processes required.
We sold vehicles to the
NCAA and First Bank
financed it.
“We were interviewed by
the SSS (State Security
Service), the NSA; we
didn’t do any wrong.”
• More drama
More drama played out
when the Aviation
Committee’s Sub-
Committee on Inspection,
revealed to Nigerians that
the armoured cars
Coscharis supplied were
different from the ones
quoted in its letter to the
NSA.
The committee had visited
the Nnamdi Azikiwe
Airport on Tuesday to
inspect the cars. However,
members discovered that
the chassis numbers were
different from the ones
quoted in the transaction
documents .
Leader of the inspection
team, Mr. Ahmed
Chanchangi, said, “We
sighted the cars at the
airport yesterday
(Tuesday). The chassis
numbers do not
correspond with what you
said you supplied. It looks
like Nigeria was
shortchanged here again ”,
he stated.
Our role –First Bank
First Bank which was the
financier of the
transaction, confirmed
that it entered into a loan
agreement, “not lease
agreement” with the
NCAA.
The head of the bank’s
Lagos Mainland branch,
which handled the
transaction, Mr. Seyi
Ojefeso, recalled how the
NCAA approached the
bank for a loan to
purchase vehicles for its
management staff.
Ojefeso claimed that it
was possible that the
NCAA “got it mixed up”
when it described it as a
lease agreement.
He explained that the
NCAA applied for a total
loan package of N643m
to finance the purchase of
54 vehicles.
For the bulletproof cars,
he said there was a
Coscharis proforma
invoice attached to the
application in the value of
N255m.
He added, “We offered an
auto loan to the NCAA in
May to purchase cars for
its management staff.
“The application was for
N643m; we financed the
purchase of the cars
based on the application
they submitted to us.”
The committee observed
that the original request of
the NCAA to the Minister
of Aviation was N564m,
but First Bank eventually
approved a loan of N643.
When asked to explain
how the difference came
about, Seyi  jefeso said
only the NCAA could
answer the question since
N564m was not in the
agency’s communication
with the bank .
FAAN also bought cars for
Oduah
The Senate Committee on
Aviation also exposed
that four of the 202
‘operational’ cars bought
by the Federal Airports
Authority of Nigeria for its
top officials are armoured
vehicles.
It added that two of the
armoured vehicles were
for the Minister of
Aviation, Ms Stella Oduah
and two for the Managing
Director of FAAN, Mr.
George Uriesi.
“FAAN did confirm that
among the operational
vehicles they purchased,
four of them are armoured
vehicles, two for the
Managing Director and
two for the minister ,” the
committee Chairman,
Senator Hope Uzodinma,
told journalists on the
sidelines of the
investigation into the
crises in the aviation
industry.
